She provided general house-keeping rules, including encouraging citizens to share the meeting on social media and what to do “in case of emergency”. Council President Browne asked Councilman Thompson to lead the council in the Pledge of Allegiance. Roll Call by Clerk Walters – All present in person PRESENTATIONS: 1. DTOAD / 20 South Second Avenue Public Hearing Purpose: To receive public comment from all interested persons on the Draft Generic Environmental Impact Statement for the proposed action, which involves rezoning 41 parcels of land currently located in the Downtown Business (DB) and Multi-Family Residence (RMF-10) zoning districts, to a new Downtown Transit Oriented Arts District (“DTOAD”). The proposed action also includes the first development project proposed under the DTOAD zone, consisting of approximately 340,000 square feet of mixed residential development, and other amenities, including approximately 320 mixed market rate and affordable housing units and up to 18,000 square feet of non-residential community space (“Development Project”). City Council Meeting Agenda August 9, 2023 The proposed DTOAD includes the two square block area between East 1st and East 2nd Streets and between South 1st and South 3rd Avenue. The proposed Development Project site comprises four tax lots (Section 165.70, Block 3112, Lots 11, 13, 37 and 39). Mount Vernon City Clerk’s Office, 1 Roosevelt Square – City Hall Mount Vernon, NY 10550 • Brad Schwartz – described the public hearing process for Library Square. Pat Cleary will speak after Brad, The applicant will make a presentation. Once the applicant completes the presentation, the public can make public comments. This will not be any Q&A, solely an opportunity for residents to provide comments. At the end, absolutely no decisions are being made. A public hearing will be adjourned for later this fall. • Mr. Patrick Cleary, Principal, Clearly Consulting presenting application process. He discussed the scoping document and the generic environmental statement, and the Downtown Transit Oriented Arts District. Tonight, we will discuss the draft environmental studies. Public Comment • Mike Justino, MVNY – Submitted a statement on behalf of comprehensive planning committee. Asked for the rezoning and DTOAD to fit into comprehensive plan. This letter was sent to 46 members of comprehensive plan committee. Mr. Justino submitted the letter for the record. • Delores Mack, MVNY – expressed her agreement with the project. • Wendy Attipo, MVNY – spoke about arts district • George Brown, MVNY – spoke in favor of project and brought 50 signatures • Stacy Smith, MVNY - Discussed being a veteran, and looking forward to the amenities and improvements for the area and the children • Rev. Dr. Jeffrey Wheeler, Pastor at Mt. Calvary, 38 South 2nd Avenue. His church would be a neighbor to the project. He discussed the desperate need for revitalization in that area. • Jane Curtis, MVNY – spoke against the project and asked for comprehensive plan continuity • Marlene Wertheim, MVNY – asked for transparency and adherence to comprehensive plan in progress. • Axel Ebermann, MVNY – discussed comprehensive plan in relation to the 20 South 2nd Ave plan. Page 2 City Council Meeting Agenda August 9, 2023 • Arthur Davis, MVNY - Spoke of coming to Mt. Vernon when he returned from Vietnam. He has watched Mt. Vernon grow and deteriorate. Asked why people would reject a project that would revitalize the south side of Mount Vernon. Public hearing process closed at 8:32pm. CP Browne noted the Council will conduct another Public Hearing in late October 2023. Comprehensive plan phase 1 will be complete by then. Councilwoman Gleason made a motion to adjourn the public hearing until the next public hearing. Councilman Derrick Thompson seconded. ALL AYES on the adjournment. Councilwoman Gleason thanked veteran Jeanne Backe and members of military service for attending. Expressed that this hearing is an important process. Councilman Poteat asked Commissioner Rausse when the first phase of the comprehensive plan would be complete. Commissioner Rausse noted a draft should be in hand by September 7th. Discussed presenting to Council on October 11th to adopt the first phase of the comprehensive plan. Councilman Poteat discussed the facts. The Comprehensive Plan is working in tandem and we need to listen to the residents that live in that section of the community. The Council is being transparent. Councilwoman Copeland noted that she cannot remember in her last 30 years members of the community who live in the community, putting forth a project of this size and scope. Councilman Thompson noted we should always explore the need of the community is. 2. Presentation on Sewer Rehabilitation Projects and Funding - Commissioner Damani Bush • Commissioner Bush presented updates on Outfall 24 and the maintenance of the new sewer lines. He discussed grants received and timelines. • Councilwoman Gleason thanked Commissioner Bush for his presentation. This is in response to a constituent Jane Curtis asking for updates. PUBLIC SPEAKERS: 1. Lynnette Mantilla, Mount Vernon, NY. Discussed payment of taxes with the finance department. She received a letter that she owed taxes. Discussed an issue regarding 2. Sonya Murray, Mount Vernon, NY. Discussed city streets, traffic lights and cracks in the sidewalks. Spoke about the beautification of Summit Avenue and the streets. She works voluntarily at YCOP unpaid. She asked for speedbumps so people will not race up and down the block. She discussed the expansion of YCOP programming. She then discussed various issues… the hospital, the police department. Requesting time to show the council slides. 3. Tanya Hairston, Mount Vernon, NY. Discussed Grandmothers home; taxes, and requested assistance or guidance with taxes (the location is 40 North 10th Avenue). Discussed her home, how the house was left to a relative who passed, the executor used up funding from the estate. She owns the home now. Issues on the home and her grandmother was paying commercial taxes on a residential property. Councilwoman Gleason asked questions regarding ownership. 4. Oscar Davis, Mount Vernon, NY. Not present in person and online. Councilwoman Gleason noted he submitted a letter. 5. Delores Mack, Mount Vernon, NY. Discussed quality of life concerns including first aid and defibrillators. Jennifer Mastrogiorgio, Mount Vernon, NY. Discussed proposed Columbus Day name change. Read a letter into the record regarding her family and Columbus Day. 130 years of family history (Nigro Brothers, Lincoln Lounge, etc.). Spoke against the changing of the name Columbus Day in Mount Vernon 7. Association of Former Citizen of Guardia Lombardi of Avellino, Italy, Inc., 67 Putnam Street, Mount Vernon, NY. “Regarding Columbus Day name change”. No representative present, a letter sent. 8. Ann Joyce Catozella, Mount Vernon, NY. Discussed proposed Columbus Day name change. Spoke against the renaming of Columbus Day. Gave contact information for Rosie Martinez. 11. Sonya Murray, Mount Vernon, NY. Discussed a variety of issues regarding quality of life issues. 12. Dennis Hanratty, 2 Gramatan Avenue, Mount Vernon, NY. “Regarding Statewide right to Counsel”. Executive Director of United Tenants. Has a request: Mt. Vernon United Tenants has many programs, one of which is homeless prevention. He wants to discuss eviction services. Discussed what happens in the local courts and encouraged the councilmembers to go see the imbalance of members vs. landlords with expensive legal representation. He wants to establish an office of civil representation. He asked the council to write a letter in support of the bill. Submitted a sample from Yonkers supporting the law. The Councilmembers responded to the speakers. Councilwoman Copeland offered the Lafayette room to the office of the aging for reserved hours. The Councilpersons encouraged those having tax issues speak with the Comptroller. Councilwoman Browne will look at the proposal from Mr. Hanratty.
