Clerk Walters read the special meeting notice aloud.
"To adopt a resolution in support of NYS home rule S09735/A009956 - An act to amend charter 101 of
the laws of 2014 amending the vehicle and traffic law, the general municipal law and the pubic officers
law relating to owner (liability for failure of operator to comply with traffic-control indications in the
City of Mount Vernon."

Council member Boxhill - explains his "nay" vote. He
believes that the program is not beneficial for the city and
that the chosen vendor would be benefiting financially and
not the city.
Moved: Council member Browne, Seconded by Derrick
Thompson.
On the question: Council member Browne request clarity.
Response: Council member Browne gives clarity. This is for
the red light cameras, state legislator, senate and state
assembly, Mount Vernon to request permission and authority
to have red light cameras until 2029. This special meeting has
been called because the state is meeting next week.

Council President Cathlin B. Gleason called tlie meeting to order and provided general liouse-keeping
rules, including encouraging citizens to sliare the meeting on social media and what to do "in case of
emergency". Council President Gleason explained the 3-minute-plus-1 public comi'nent rule. She then
asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded
to the Public Speakers session of the evening (listed below as public comment).

WHEREAS, the Department of Public Safety that the New
State Legislature enact a special state law authorizing
amend Chapter 101 of the laws of 2014, amending the
