A9883 WHEREAS, the State Department of Public Safety requested that the New York State Legislature enact a special state law authorizing the City of Mount Vernon to amend the vehicle and traffic law and the public officers law, in relation to authorizing the city of Mt. Venion to establish a school speed zone demonstration program,, and providing for the repeal of such provisions upon expiration thereof', and WHEREAS, State Senator Jarnaal Bailey has introduced Bill No. 89752 before the New York State Legislature entitled, "An act to amend the vehicle and traffic law and the public officers law, in relation to authorizing the city of Mt. Vernon to establish a school speed zone demonstration program; and providing for the repeal of such provisions upon expiration thereof'; and WHEREAS, Assemblyman J. Gary Pretlow introduced Bill No. A9883 before the New York State Legislature entitled, "An act to amend the vehicle and traffic law and the public officers law, in relation to authorizing the city of Mt. Vernon to establish a school speed zone demonstration program; and providing for the repeal of such provisions upon expiration thereof'; and WHEREAS, the Bills, if passed by our State Legislature, would authorize the City of Mount Vernon to amend the vehicle and traffic law and the public officers law, in relation to authorizing the city of Mt. Vernon to establish a school speed zone demonstration program; and providing for the repeal of such provisions upon expiration thereofp and WHEREAS, said Bills shall empower the City to amend the vehicle and traffic law and the public of'icers law, in relation to authorizing the city of Mt. Vernon to establish a school speed zone demonstration program; and providing for the repeal of such provisions upon expiration thereof, NOW, THEREFORE, BE IT RESOLVED, THAT A HOME RULE REQUEST IS MADE TO THE NEW YORK ST ATE LEGISLATURE AS FOLLOWS: TO THE LEGISLATURE: Pursuant to Article IX of the constitution, the City Council of City of Mount Vernon requests the enactment of Senate Bill No. 89752 and Assembly Bill No. A9883, "An act to amend the vehicle and traffic law and the public officer's law, in relation to authorizing the city of Mt. Vernon to establish a school speed zone demonstration program; and providing for the repeal of such provisions upon expiration thereof." It is hereby declared that a necessity exists for the enactment of such legislation and that the facts establishing such necessity are as follows: The local governrnent does not have the power to enact such legislation by local law; and Implementing a program to empower the City of Mount Vernon to amend the vehicle and traffic law and the public officers law, authorizing the cxty of Mt. Vernon to establish a school speed zone demonstration program, and providing for the repeal of such provisions upon expiration thereof to comply with the law is in the best interests of the City and is essential to improving the City's financial stability. I  Such request is made by the Mayor of the City of Mount Venion, and concurred with by a majority of the total membership of the City Council; AND BE IT FURTHER RESOLVED, that the City Clerk be directed to forward copies of this home rule request, certified by the Mayor and the City Clerk of the City of Mount Vernon, as follows: * two (2) copies to the New York State Senate, and * two (2) copies to the New York State Assembly. By Page 2  JUN - j+ 2[)24 A RESOLUTION FOR THE APPOINTMENT OF $PECIAL TANYA RIGGS TO THE BOARD OF ASSESSMENT REVIEW Whereas, the City Code of Mount Vernon, New York, Section 224 provides for the appointment of members to tl"ie Board of Assessment Review; and Whereas, the Board of Assessment Review shall consist of three (3) members who shall have knowledge of property values in the City and be appointed by the City Council. One (1) member shall be an officer or employee of the City, except that neither the Cornrnissioner of Assessment nor any member of his staff may be appointed to the BoardofAssessmentReview. Ofthemembersfirstappointed,one(1')shallbeappointed for a period of one (1) year, one (1) for a period of two (2) years, and one (1) for a period of three (3) years. At the expiration of such terms, the terms of office of their successors shalI be five (5) years; and Whereas, it is inthe best interest of the City of Mount Vernonto appoint qualified individuals to serve on the Board of Assessment Review; and Whereas, Tanya Riggs has demonstrated exemplary qualifications and commitment to serving the community; Now, Therefore, Be It Resolved, by the City Council of the City of Mount Vernon, New York, as follows: Section 1. Pursuant to Section 224 of the City Code of Mount Vernon, Tanya Riggs is hereby appointed a Member of the City of Mount Vernon Board of Assessment Review. Section 2. Tanya Riggs shall serve a term of five (5) years cornrnencing 011 June 18, 2024, and terminating on June 17, 2029. Section 3. The City Clerk is directed to promptly notify Tanya Riggs of her appointment and provide her with all necessary information and materials related to her drities on the Board of Assessment Review.
