Call to order and announce a quorum is present.
Mayor Hyman opened the meeting at 6:06 p.m. and announced a quorum present.

Invocation and Pledges
City Secretary Kathy Lovier lead the invocation.
Mayor Hyman lead the pledges.
Consent Agenda

July 2021 Financial Report
Motion made by Councilwoman Roberson to approve the consent agenda as presented, Seconded by
Councilwoman Bailey.
Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey
Report on Items of Community Interest
City Administrator Rose reported that Tom Wilkinson Estate has provided the City with monies to help maintain
the plaza. There is not a lot of information regarding this as of yet.
Citizen Participation (3 minutes)
No one spoke.
Items to be Considered:
2. Consider and Act upon approval of Mary Keys to replace Michael Long, Place 1 unexpired term 2023.
Motion made by Councilwoman Roberson to approve Mary Keys as councilmember for Place One.
Seconded by Councilman Cason.
Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey
Mary Keys was sworn-in office and took her place with Council.
3. Consider and Act upon approval of proposed tax rate of $0.60044 for 2021 tax year.
Motion made by Councilwoman Bailey to approve the 2021 tax rate of $0.60044, Seconded by
Councilman Cason.
Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys
4. Consider and Act upon approval of KBB Consulting LLC as the management consultant for the HOME
Program grant.
Motion made by Councilman Cason to approve KBB Consulting, LLC as the management consultant
for the HOME Program grant. Seconded by Councilwoman Bailey..
Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys
5. Consider and Act upon approval of Ordinance 2021-06 amending water rates.
Motion made by Councilwoman Roberson to approve the discussed changes made during the meeting to
the amended water rates, Seconded by Councilwoman Bailey.
Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys
(the ordinance with amended rates is attached)
6. Consider and Act upon approval of Ordinance 2021-07 amending sewer rates.
Motion made by Councilwoman Roberson made a motion to choose option three for the amended sewer
rates. Seconded by Councilwoman Bailey.

7. Consider and Act upon approval of an agreement with KSA Engineers for a water and sewer system
engineering analysis not to exceed $35,000.
Motion made by Councilwoman Roberson, Seconded by Councilwoman Bailey.

Discussion Items and Mayor/Council/City Administrator Reports
City Administrator Rose reported she had increased the ad valorem tax form $681,000 to $712,000
Sludge removal for the WWTP was increased $7,000
dispatch salaries was increased from $92,000 to $112,000
HOT fund recommendations have been plugged in
EDC moved $70,000 from infrastructure to business incentives
The month of September will be "chlorine burn" month for the WTP, residents may be able to smell chlorine
more that usual.
No report for Main Street this month.
EDC Report- Mr. Sachse reported they have left the $100,000 in the budget for emergency care facility and that
Martin Sanchez, Consultant is planning a retreat for the Council and EDC Board in late September.

Motion made by Councilwoman Roberson tp close the meeting at 7:15 p.m. Seconded by Councilwoman Bailey.

Report on Items of Community Interest
The City Council will have an opportunity to address items of community interest, including: expressions of thanks,
congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a
public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by
the City of Mount Vernon; information regarding a social, ceremonial, or community event organized or sponsored
by an entity other than the City of Mount Vernon that was attended or is scheduled to be attended by a member of
the City Council or an official or employee of the City of Mount Vernon; and announcements involving an imminent
threat to the public health and safety of people in the City of Mount Vernon that has arisen after posting the agenda.
Citizen Participation (3 minutes)
The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter
to a future agenda, to an existing policy, or to a staff person with specific information. Claims against the City,
Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens’ forum.
