Call to order and announce a quorum is present.
Mayor Hyman opened the meeting at 6:02 p.m. and announced a quorum is present.

City Administrator Rose asked the prayer over the meeting and Mayor Hyman lead the pledges
Report on Items of Community Interest
The City Council will have an opportunity to address items of community interest, including: expressions of thanks,
congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a
public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by
the City of Mount Vernon; information regarding a social, ceremonial, or community event organized or sponsored
by an entity other than the City of Mount Vernon that was attended or is scheduled to be attended by a member of
the City Council or an official or employee of the City of Mount Vernon; and announcements involving an imminent
threat to the public health and safety of people in the City of Mount Vernon that has arisen after posting the agenda.
There will be a child safety seat installation class on 9/3/2021 at the fire department.
No one spoke in citizen participation.
Public Hearing
The purpose of this hearing is to hear evidence for or against the 2021 proposed tax rate of $0.60044 and the
2021-2022 proposed budget
Mayor Hyman closed the Special Session and opened the Public Hearing at 6:05 p.m.
No one spoke for or against the proposed tax rate or the 2021-2022 proposed budget.
Mayor Hyman closed the Public Hearing and re-opened the Special Session at 6:06 p.m.
Discussion Items and Mayor/Council/City Administrator Reports
2021-2022 Budget
Water, Sewer, Streets, Park, Sidewalks, Grants, (City Admin)
Councilwoman Roberson asked multiple questions regarding the budget, she also suggested increasing some line
items due to the amount spent in the current budget. City Administrator Rose explained the sometimes we over
spend due to unforeseen circumstance and the repairs made will ensure that situation not happen again.
City Administrator Rose advised that the amount of taxes collected is exceeding what is proposed for budget so,
she will be increasing the amount budgeted by $30,000.00.
The Council agreed to move the $70,000 in the EDC budget from business incentives back into the infrastructure
line item.

Motion made by Councilwoman Roberson at 6:56 p.m. to adjourn the meeting, Seconded by Councilwoman
Bailey.

Citizen Participation (3 minutes)
The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter
to a future agenda, to an existing policy, or to a staff person with specific information. Claims against the City,
Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens’ forum.
