CITY COUNCIL SPECIAL MEETING Thursday, September 16, 2021 – 6:00 PM 109 North Kaufman Street, Mount Vernon, Texas 75457 Our mission: to provide effective and fiscally responsible municipal services in a manner which promotes our high standard of community life. MINUTES 1,063 Call to order and announce a quorum is present. PRESENT Mayor Brad Hyman Councilwoman Sherelyn Roberson Councilman Harold Cason Councilwoman Rebecca Bailey Councilwoman Mary Keys City Administrator Tina Rose City Secretary Kathy Lovier ABSENT Mayor Pro Tem Mark Huddleston VISITORS See attached form Invocation and Pledges Councilwoman Mary Keys lead the invocation and Mayor Hyman lead the pledges. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 1. Minutes Special Meeting 8-16-2021 and 8-23-2021 2. August 2021 financial report Motion made by Councilwoman Roberson to approve the consent agenda, Seconded by Councilwoman Bailey. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys Reports on Items of Community Interest: City Administrator Rose reported clean up week will be 10/2 through 10/9 Mayor Hyman reported Sherlock Homes Addition streets were looking really good and residents were very appreciative. He further reported that Max Baer who played "Jethro Bodine" was 103 years old today. Citizen Participation: 3. Presentation will be made by P.A.W.S. for the Franklin County Animal Shelter Mary Lou Mowery presented for the P.A.W.S. organization they plans they have to build a county animal shelter. See attached paperwork filed by Mrs. Mowery. Public Hearing The purpose of this hearing is to hear evidence for or against a budget amendment to the 2020/2021 budget in the amount up to $30,000.00 for the purchase of a dump truck for the maintenance department. Mayor Hyman closed the Regular Session at 6:21 p.m. and opened the Public Hearing. No one spoke for or against the budget amendment. Mayor Hyman closed the Public Hearing and re-opened the Regular Session at 6:22 p.m. Items to be Considered: 4. Consider and Act upon the approval of Ordinance 2021-11 adopting 2021-2022 Budget and the amendment to the 2020-2021 budget. Motion made by Councilwoman Bailey, Seconded by Councilman Cason. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys 5. Consider and Act upon approval of Ordinance 2021-10 setting the Ad Valorem Tax Rate of $0.60044. Motion made by Councilwoman Roberson to approve the Ad Valorem Tax Rate as follows: M & O Rate: 0.50481 I & S Rate: 0.09563, Total: $0.060044 Seconded by Councilwoman Bailey. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys Voting Nay: no one Mayor Pro Tem Huddleston, Absent 6. Consider and Act upon approval of amending Ordinance 2021-08 Keeping of Livestock. Motion made by Councilwoman Bailey, Seconded by Councilwoman Keys. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys 7. Consider and Act upon approval of amending Ordinance 2021-09 Keeping of Fowl and Rabbit. Motion made by Councilwoman Keys, Seconded by Councilman Cason. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys 8. Consider and Act upon TDA Section 3 Presentation as required by Texas Department of Agriculture for Community Development Block Grants. Motion made by Councilwoman Bailey, Seconded by Councilman Cason. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys 9. Consider and Act upon Resolution 21-12 nominations (up to five) for Franklin County Appraisal District Board. Motion made by Councilwoman Roberson, Seconded by Councilwoman Bailey. Voting Yea: Councilwoman Roberson, Councilman Cason, Councilwoman Bailey, Councilwoman Keys Discussion Items and Mayor/Council/City Administrator Reports City Administrator Rose reported we have purchased the used dump truck for the maintenance department, tours of the city departments with the three newest council members was on September 7th, clean up week will be 10-2 thru 10-9, Sherlock Homes Addition streets were being repaired and should be completely done this week, David Newman will be the new patrolman and will begin working 9-27, Fleming Street sewer line repairs should be started in about four weeks, the Corona State Fund grant for water and sewer infrastructure in the amount of $339,218 (which is half what we anticipate receiving) has been put in our account and KSA is researching what will be the most efficient use of the money. The October meeting will be moved from the 11th to the 12th due to the Columbus Day holiday. Main Street report is the next meeting will be 9-20-2021. EDC report-Chairman Sachse reported the meeting for September was canceled, he and the mayor have had a meeting with the consultant and a retreat will be scheduled soon, and further stated that he does not believe the sheriff's department should be doing animal control for the county. He does see the need for the shelter and further reported that in the October meeting a decision will be made regarding selling LOWES the property owned by EDC. 10. Court EOM reports At 6:55 p.m. a motion made by Councilman Cason to close the meeting, Seconded by Councilwoman Bailey. August 2021 financial report Report on Items of Community Interest The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Mount Vernon; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Mount Vernon that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Mount Vernon; and announcements involving an imminent threat to the public health and safety of people in the City of Mount Vernon that has arisen after posting the agenda. Citizen Participation (3 minutes) The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific information.
