CITY COUNCIL WORKSHOP SESSION Monday, June 28, 2021 – 6:00 PM 109 North Kaufman Street, Mount Vernon, Texas 75457 Our mission: to provide effective and fiscally responsible municipal services in a manner which promotes our high standard of community life. MINUTES Mayor Hyman opened the meeting and announced there was not a quorum present. Present: Mayor Brad Hyman City Administrator Rose City Secretary Lovier Absent: Sherelyn Roberson Harold Cason Mark Huddleston Rebecca Bailey Visitors Lillie Bush Reves, Leah Thomas, Heath Hines, Troy Massengil, John O'Hara, Cory and Ketrell Taylor Discussion Items: 2021-2022 BUDGET Mayor Hyman did allow department heads to make their budget requests to him. Troy Massengil, Water Treatment Plant Operator, seven years of service here and 20 years of service with the City of Mt. Pleasant. Mr. Massengil is requesting $65,000 for filter media, these filters have been in service for 14 years and should only be used for 10 years. $10,000 for high service pump #3, this pump has been in service for 16 years and is pumping below its rated gallons per minute and is cavitating badly. $2,500 for chlorine scales - after some discussion this will be purchased out of this budget being funded from a few line items to make it feasible. John O'Hara, Maintenance Department, 15 years of service, is requesting 68,0000 for a new sewer machine to upgrade our current machine which is used weekly and needs many repairs from the wear and tear of over usage. $36,200 for a tractor and flex mower for the jobs he can't do with a lawnmower and finally $14,500 for a new commercial grade lawn mower to replace one that is worn out and causing them to borrow from WWTP which will over use. Heath Hines, Waste Water Plant Operator, 25 years of service, is requesting $17,855 for two rotating assemblies, $10,610 for two Ebara Sludge pumps, $14,000 Polymer Pump and $285,500 for a belt press. All the pumps are overworking with the recent rain, they are being worked on very frequently. With the excess rain the plant is working overtime to keep up, with extra water is extra sludge, our current machine is working with the extra wet sludge removal but a larger press would help to lighten the load and speed the process.

Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens’ forum.
