At 5:30 p.m. a reception will be helpd to hone the Scout Troops whom will be presenting the flags in the
meeting.
Call to order and announce a quorum is present.
Mayor Hyman called the meeting to order at 6:01 p.m. and announced a quorum present.

Invocation and Pledges
The Boy Scouts lead the pledges and Kaleb Wesson said the invocation.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all
items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent
Agenda and considered as a separate item.

Report on Items of Community Interest
The City Council will have an opportunity to address items of community interest, including: expressions of thanks,
congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a
public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by
the City of Mount Vernon; information regarding a social, ceremonial, or community event organized or sponsored
by an entity other than the City of Mount Vernon that was attended or is scheduled to be attended by a member of
the City Council or an official or employee of the City of Mount Vernon; and announcements involving an imminent
threat to the public health and safety of people in the City of Mount Vernon that has arisen after posting the agenda.
No one had any announcements.
Citizen Participation (3 minutes)
The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter
to a future agenda, to an existing policy, or to a staff person with specific information. Claims against the City,
Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens’ forum.
No one spoke.

3. Consider and Act upon Resolution 2021-11 approving The Winnsboro News as the City's
designated official newspaper.
Motion made by Councilwoman Roberson, Seconded by Councilwoman Bailey.

4. Consider and Act upon recommendation from Main Street Board to approve Lindsay Bliss, Ketrell
Taylor, and Erica Clasby as new board members.

HOT FUND APPLICATIONS:
Jody Stanley spoke for SRS Auction - he really appreciates the help and it has really boosted his outreach
Pat Wright spoke for Rotary bicycle race 300 plus people, new signage has been purchased - the support is truly
appreciated.
Jacque Miller spoke for The Alamo Mission - money being used for restoration, is now a venue (weddings have
been scheduled), schools tour the museum. The support is very appreciated.
BF Hicks spoke for the Historical Association, the elevator has to be replaced, it has been ordered and any help
will be appreciated.
Bonnie McAllister spoke for the Chamber of Commerce, the funding will be used for advertising of all events the
Chamber sponsors.
City Administrator Rose reported Sherlock Homes Addition streets are being repaired, clean up week started
July 11th and goes thru July 7/16th, the next workshop will be July 26th at 6 p.m., Loves Truck Stop will be
doing a $20 million renovation, they will remove the current structure and build completely new, they will be
doing an RV park with 100 slots.
Mayor Hyman reported he was very impressed with City staff ability and the work they complete with the
projects presented. He witnessed the maintenance department repair two broken tile sewer lines in 100 degree
weather. He wanted to get a cost of repairing all clay tile lines and pursue options of replacing all clay tile lines.
Other council discussed this and having a five year plan as to what repairs will be complete in this time line.
There was no report for Main Street or EDC Boards at this time.
Executive Session:
Personnel matters pursuant to Texas Government Code, §551.074, to deliberate the appointment, employment,
evaluation, reassignment, duties, discipline, dismissal or resignation of a public officer:
Tina Rose, City Administrator and Kathy Lovier, City Secretary
Mayor Hyman decided not to meet.
Presiding Officer to Adjourn the City Council Meeting
Motion made by Councilwoman Roberson at 7:46 p.m. to close the meeting, Seconded by Mayor Pro Tem
Huddleston.
