CITY COUNCIL WORKSHOP SESSION
Monday, May 22, 2023 – 6:00 PM
109 North Kaufman Street, Mount Vernon, Texas 75457
Call to order and announce a quorum is present.
Mayor Hyman called the meeting to order at 6:02 p.m. and announced there was not a present but because this is a
workshop, the Council present did want to hear from the HOT Fund applicants who appeared.
PRESENT: Mayor Brad Hyman, City Administrator Craig Lindholm, City Secretary Kathy Lovier,
Councilwoman Sherelyn Roberson, Councilwoman Mary Keys
ABSENT: Mayor Pro Tem Mark Huddleston, Councilman Harold Cason, Councilwoman Rebecca Bailey
VISITORS: Pat Wright, Diana Duckworth, Lauren Lewis, Jacqueline Miller, Linda Hammond, Stephen Boorman,
Michael Smith, Gary & Kathy Boren, Lillie Bush Reves, Joe D Stanley, B F Hicks
Invocation and Pledges City Secretary Lovier lead the invocation and Mayor Hyman lead the pledges.
Citizen Participation
B F Hicks asked Council and Administrator Lindholm to approach "lithium miners" and "briners" regarding
damage to the land. He asks they be held responsible and not allowed to cause damage.
Discussion Items and Mayor/Council/City Administrator Reports
1. HOT FUND APPLICATIONS 23/24 BUDGET
All applicants were allowed a few minutes to explain what they will use the HOT Funds for and how it
will benefit the City of Mt Vernon and/or Franklin County. All those who applied are very encouraging
regarding they impact the funds will have for them and the benefits to us all by bringing folks from all
over to our community.
2. Network Technologies
Stephen Boorman owner of Network Technologies guided the Council through his four phases to
upgrade the City's system and equipment. He explained the equipment and hardware are mostly in
excess of ten years old and need replacing.
No quorum was present, this gathering was for information purpopses only. No decision were made.

Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens’ forum.
