The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Hulst, Ragan, Quam and Urban
Absent: Councilmembers Fiedler, Molenaar, and Lindquist, excused
Staff Present: Police Chief Dodd, Fire Chief Hari, Library Director Soneda, Public Works
Director Bell, Assistant Public Works Director Love, Community and
Economic Development Director Hanson, Stormwater Manager Chesterfield,

APPROVAL OF MINUTES
A. Approval of June 25, 2014 Regular Council Meeting Minutes:
Councilmember Urban moved to approve the June 25, 2014
Regular Council Meeting Minutes. Motion seconded by
Councilmember Ragan. Motion carried 4-0.
APPROVAL OF CLAIMS AND PAYROLL
A. Approval of July 9, 2014 claims numbered 135521, 135538 – 135538, and 135548 -
135770 in the amount of $597,741.41.
Councilmember Hulst moved to approve the July 9, 2014
claims as stated above. Motion seconded by Councilmember
Quam. Motion carried 4-0.
B. Approval of June 30, 2014 payroll checks numbered 103088 - 103146, direct
deposit checks numbered 46681 – 46885, and wire transfers numbered 477 &
478 in the amount of $996,476.01.
Councilmember Ragan moved to approve the June 30, 2014
payroll as stated above. Motion seconded by
Councilmember Urban. Motion carried 4-0.

D. Mayor’s Report:
Mayor Boudreau announced that the August Wellness Challenge schedule is out.
Mayor Boudreau gave a brief update on the Waterfront Project.
Mayor Boudreau stated that the next two Mayor’s Coffees are on Saturday July 12 at
the Tulip Stack at 10am and Friday July 18 at the Skagit Valley Publishing Room at
10am.

NEW BUSINESS
A. Street Closure Request – Skagit Regional Health Summerfest: Mr. Stendal said that Skagit
Regional Health is requesting the closure of Kincaid Street between 13th and 15th Streets
on July 17th from 11am to 2pm for their annual Skagit Regional Health Employee
Barbeque.
Councilmember Urban moved to approve the street closure as
stated above. Motion seconded by Councilmember Ragan.
Motion carried 4-0.
B. Street Closure Request – Downtown Sidewalk Sale: Mr. Stendal stated that the Mount
Vernon Downtown Association is requesting the closure of Gates Street between 1st and
2nd Streets and the alley between Gates and Montgomery from 10am to 6pm on Saturday
July 26th for their Sidewalk Sale and beer garden.

Councilmember Hulst moved to approve the street closure as
stated above. Motion seconded by Councilmember Quam.
Motion carried 4-0.
C. Out of State Travel Request – Fire Department: Fire Chief Hari explained that Burlington
Northern Santa Fe Railway is funding three Fire Officers for out of state travel to the “Crude
by Rail” training in Pueblo, Colorado.
Councilmember Quam moved to approve the out of state travel
request by the Fire Department. Motion seconded by
Councilmember Urban. Motion carried 4-0.
D. Bid Award – 2014 Storm Sewer Inspection Project: Mr. Chesterfield stated that on July 1st a
bid opening occurred for the 2014 Storm Sewer Inspection Project. The lowest responsible
bidder is Ventilation Power Cleaning, Inc in the amount of $44,347.
Councilmember Urban moved to accept the bid by Ventilation
Power Cleaning, Inc. in the amount of $44,347 for the 2014
Storm Sewer Inspection Project. Motion seconded by
Councilmember Ragan. Motion carried 4-0.
E. Citywide Signal Safety Improvements: Mr. Love said that this request is to approve the
Local Agency Supplemental Agreement with Washington State Department of
Transportation for construction funding on the Citywide Safety Improvement project in the
amount of $185,000.
Councilmember Hulst moved to authorize the Mayor to enter
into a Local Agency Supplemental Agreement with the
Washington State Department of Transportation for the Citywide
Signal Safety Improvement Project. Motion seconded by
Councilmember Quam. Motion carried 4-0.
F. College Way/Laventure Road Intersection Safety Improvements: Mr. Love stated that this
request is to approve the Local Agency Supplemental Agreement with Washington State
Department of Transportation for the College Way/Laventure Road Intersection Safety
Improvement Project.
Councilmember Ragan moved to authorize the Mayor to enter
into a Local Agency Supplemental Agreement with the
Washington State Department of Transportation for the College
Way/Laventure Road Intersection Safety Improvement Project.
Motion seconded by Councilmember Urban. Motion carried 4-0.

G. Completion of Work – 2013 Sanitary Sewer Lining Project 13-3: Mr. Love explained that
the 2013 Sanitary Sewer Lining Project 13-3 has now been completed by Columbia
Pumping and Construction. The total cost of the project is $277,521.92.
Councilmember Urban moved to authorize acceptance of the
work completed by Columbia Pumping and Construction for the
2013 Sanitary Sewer Lining Project 13-3 in the amount of $277
,521,92. Motion seconded by Councilmember Hulst. Motion
carried 4-0.
H. Library Update: Mr. Soneda provided an update on the volunteer hours and the summer
reading program. Mr. Soneda introduced Dawn Couch of BERK Consulting and Kevin King
of SHKS Architects who provided the preliminary results from the library needs assessment
. The final report will be presented in September.
There being no further business the meeting was adjourned at 7:57 p.m.
