Mount Vernon City Council Study Session Minutes July 2, 2014 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Ragan, Quam, and Urban Staff Present: Finance Director Huschka, Police Lieutenant Booth, Fire Chief Hari, Parks Director Otos, Wastewater Supervisor Duranceau, Stormwater Manager Chesterfield, Special Projects Manager Stendal, City Attorney Rogerson. Citizens Present: Two NEW BUSINESS A. Committee Report – Committee of the Whole: For details please see Committee Report minutes. B. Community Comments:  Kirk Johnson, Mount Vernon resident, stated that he would like to comment on the Interagency Agreement with Skagit Council of Governments (SCOG) that was passed last week. First he wanted to thank those Councilmembers who voted to pass it, and also thanked the Mayor. He then commented on Councilmember Hulst’s reasons for not supporting the agreement, and stated his differing opinion. Mr. Johnson said that in his opinion SCOG is not trying to impose its policies only insuring that state and federal guidelines and regulations are met. C. Lease Option with M.V. Community Solar: Mr. Rogerson explained that this lease agreement with MV Community Solar will allow them to apply for a grant for a solar array that will be placed on top of a building at the Sewer Treatment Plant. Councilmember Fiedler moved to authorize the Mayor to enter into a lease agreement with MV Community Solar, LLC. Seconded by Councilmember Lindquist. Motion carried 7-0. D. Pod Plan Updates for Public Safety and Quality of Life: Mayor Boudreau provided an overview of accomplishments and future plans for the Public Safety and Quality of Life Pod Plans.
