The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Molenaar, Quam, Ragan and
Urban.
Excused: Councilmember Lindquist
Staff Present: Police Chief Dodd, Finance Director Huschka, Senior Planner Lowell, CED Director

Jim Taylor, resident of Burlington, spoke in favor of the resolution requesting state legislative
reform of urban forest practices.
Hal Lee spoke in favor of the resolution requesting state legislative reform of urban forest
practices.
D. Out of State Travel- Police: Chief Dodd presented Council with a request to authorize a Police
Background Investigator to go to San Diego, CA to conduct a comprehensive background
investigation on a promising police officer candidate.
Councilmember Molenaar moved to authorize the out of state
travel request. Motion seconded by Councilmember Urban.
Motion carried 6-0.
E. Resolution Requesting State Legislative Reform of Urban Forest Practices Regulated under RCW
Chapter 76.09: Ms. Lowell presented Council with a request to approve a resolution urging the
Washington State Legislature and Governor to amend RCW Chapter 76.09 to allow a full transfer
of authority and jurisdiction to cities over all forest regulations and logging activities within a city’s
municipal boundary should a city seek to have such authority.
Councilmember Hulst moved to approve Resolution 896.
Motion seconded by Councilmember Fiedler. Motion carried
6-0.
Councilmember Urban moved to have a letter drafted
requesting DNR’s presence at a meeting on October 21, 2015
discussing issues of Hidden Lakes and reforestation. Motion
seconded by Councilmember Fiedler. Motion carried 6-0.

F. Trumpeter Place Final Plat, File No. LU07-023: Ms. Lowell presented Council with a request to
approve the Trumpeter Place Final Plat. This plat will create 76 single family residential lots over
15.7 acres. The site is located north of East College Way and east of Martin Road.
Councilmember Urban moved to approve Resolution 897
Trumpeter Place Final Plat. Motion seconded by
Councilmember Ragan. Motion carried 6-0.
G. Professional Services Contract with Shelterbelt Inc.: Ms. Lowell presented Council with a request
to authorize the Mayor to enter into a Professional Services Agreement with Shelterbelt Inc. to
complete maintenance work within critical area buffers on the Digby Heights site. Work provided
pursuant to this contract has been paid to the City, i.e. these fees are reimbursable.
Councilmember Hulst moved to authorize the Mayor to enter
into a Professional Services Contract with Shelterbelt Inc.
Motion seconded by Councilmember Quam. Motion carried
6-0.
There being no further business the meeting was adjourned at 7:32 p.m.
