Mount Vernon City Council Regular Meeting Minutes November 29, 2017 The meeting was called to order by Mayor Boudreau at 7:05 p.m. Present: Councilmembers Hulst, Lindquist, Molenaar, Ragan and Quam Excused: Councilmembers Hudson and Fiedler Staff Present: Public Works Director Bell, Police Chief Dodd, Project Development Manager Donovan, City Attorney Rogerson, Finance Director Volesky, Blaine, Gary Duranceau, Library Director Huffman Citizens Present: 3 REPORTS A. Committee Reports:  Finance Committee – for details see Committee minutes.  Development Services Committee- for details see Committee minutes B. Community Comments  Scott Correa, Mount Vernon- requested a call from the police department regarding gang activity in his neighborhood, would also like the July 5th minutes posted to the website. NEW BUSINESS C. Approval of November 20, 2017 payroll checks numbered 107735-107774, and direct deposit checks numbered 63236-63447, and wire transfers numbered 641-642 in the amount of $996,001.36. Councilmember Hulst moved to approve November 20, 2017 payroll checks numbered 107735-107774, and direct deposit checks numbered 63236-63447, and wire transfers numbered 641-642 in the amount of $996,001.36. Motion seconded by Councilmember Quam. Motion carried 5-0. D. Approval of November 21, 2017 claims numbered 152257-152260 and 152269-152473 in the amount of $1,978,583.58. Councilmember Ragan moved to approve November 21, 2017 claims numbered 152257-152260 and 152269-152473 in the amount of $1,978,583.58. Motion seconded by Councilmember Molenaar. Motion carried 5-0. E. Public Hearing- Proposed Surface Water Rates: Mr. Volesky presented a request to approve Ordinance 3735, which will revise Surface Water Utility rates from $6.05 to $10.00 monthly per ESU, effective January 1, 2018 with annual adjustments as described within. The requested rate adjustment will provide adequate funding to the utility for operational expenses and capital projects. Mayor Boudreau opened the public hearing Scott Correa, Mount Vernon- expressed his concern that public notice was not posted in the newspaper. There being no further comment Mayor Boudreau closed the public hearing Councilmember Hulst moved to approve Ordinance 3735 revising Surface Water utility rates effective January 1, 2018. Motion seconded by Councilmember Quam. Motion carried 5-0. Mount Vernon City Council November 29, 2017 Page 2 of 2 F. Bid Award- 70kW Generator on Skids- Mr. Duranceau presented Council with a request to award the bid for the 70kW generator on skids to E.C. Power Systems of Washington in the amount of $21,172.58. This purchase replaces an old generator at the Alder Lane Sewer Pump Station. Councilmember Lindquist moved to award the bid for the 70kW generator on skids to E.C. Power Systems of Washington in the amount of $21,172.58. Motion seconded by Councilmember Molenaar. Motion carried 5-0. G. Bid Award- 100kW Mobile Generator on Trailer- Mr. Duranceau presented Council with a request to award the bid for the 100kW Mobile Generator on trailer to Leete Generators in the amount of $48,685.00. This portable diesel generator will provide back-up electrical capacity for storm or sewer pump stations during an emergency. Councilmember Molenaar moved to award the bid for the 100kW Mobile Generator on trailer to Leete Generators in the amount of $48,685.00. Motion seconded by Councilmember Ragan. Motion carried 5-0. H. Approval of Amendment to Lease Agreement – Mr. King presented Council with a request to authorize the Mayor to enter into an extension agreement with Meridian Granite Company, extending the lease term in order to continue mining rock available in the existing bench at the leased property while the parties continue to negotiate. Motion seconded by Councilmember Quam. Motion carried 5-0. The meeting was convened into executive session at 7:35 p.m. and was estimated to last 25 minutes. I.
