Mount Vernon City Council Finance Committee Parks & Enrichment Committee Minutes November 29, 2017 Present: Councilmembers Hulst, Lindquist, Molenaar, Ragan and Quam Staff present: Doug Volesky, Kevin Rogerson, Chief Dodd, Peter Donovan, Esco Bell, Bill King, Blaine Chesterfield, Isaac Huffman, James Weppler, Tom Wenzle and Linda Brookings. 1) Minutes from October 2017 were approved. 2) Parks and Enrichment Services: a) Bill King reviewed administrative highlights for 2017/2018 i) The Parks Department created a “Foundation for Success” that include core values, guiding principles, and critical tasks. ii) Reviewed people and significant impacts in 2017. iii) Reviewed Administration highlights for 2017.  Customer service - Active Net, citizen issues, special events applications, etc.  Contract Closure - MVSD, YMCA, VSA, Quarry, Cell Tower and Youth Baseball/Softball. Safety - VSA,  Youth programs and staff. iv) Reviewed Administration goals for 2018- Grant opportunities, process improvement, project management, access to parks, YMCA program and master plans. b) James Weppler reviewed operations highlights for 2017/2018 i) Operations- Lions Park restrooms, Little Mountain parking lot and road, Hillcrest Park sewer line replacement, Hillcrest BBQ and pavilion, Stokely Tower, City Hall irrigation, Work Force, paths and trail work, Sherman Anderson fence replacement, volunteer training program and Bakerview ball field renovations. ii) Operations 2018- Little Mountain, Hillcrest Lodge, Stokley Tower, Disc Golf, Workforce Management and facility management. c) Linda Brookings presented Recreation highlights for 2017/2018 i) 2017- Recreation highlights included- Father/Daughter Valentine Ball, Fabulous 4th of July, Children’s Art Festival, Breakfast with Santa, big hitters t-ball and coach pitch, little kickers soccer, Veteran’s Day celebration. ii) 2018- Outdoor programming for preschool, marketing video, pickleball play and arts commission. 3) Finance: a) Doug Volesky reviewed the Surface Water rate study with Council. b) Reviewed 2017 revenues and TBD funding. c) Reviewed 2017 Budget Amendments. d) Reviewed Gambling Tax information.
