The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst,
Lindquist and Molenaar
Staff Present: Police Chief Dodd, Fire Chief Brice, Project Development Manager Donovan,
Finance Director Volesky, Development Services Director Phillips, City Attorney
Rogerson, Public Works Director Bell, Accountant Wade, Financial Analyst Weber,
Library Director Huffman
Citizens Present: 78
A. Swearing in Ceremony for New Councilmembers Richard Brocksmith and Iris Carías.
Councilmember Carías and Brocksmith were sworn in by Judge
Laura Riquelme.

C. Approval of December 20, 2017 payroll checks numbered 107820-107856, direct deposit checks
numbered 63663-63874 and wire transfers numbered 645-646 in the amount of $1,028,557.90.
Councilmember Hudson moved to December 20, 2017 payroll
checks numbered 107820-107856, direct deposit checks numbered
63663-63874 and wire transfers numbered 645-646 in the amount of
$1,028,557.90. Motion seconded by Councilmember Lindquist.
Motion carried 7-0.
D. Approval of December 27, 2017 claims numbered 152767-152771 and 152776-152994 in the amount
of $1,638,166.97.
Councilmember Hulst moved to approve the December 27, 2017
claims numbered 152767-152771 and 152776-152994 in the amount
of $1,638,166.97. Motion seconded by Councilmember Molenaar.
Motion carried 7-0.
E. Election of Mayor Pro Tempore: City Council must elect from among their number a mayor pro
tempore who, in case of the absence, death or disability of the Mayor, shall perform the duties of the
Mayor.
Councilmember Hulst moved to elect Councilmember Hudson as
Mayor Pro Tempore. Motion seconded by Councilmember
Lindquist. Motion carried 7-0.
F. Presentation of CAFR Award to Finance Department: Mayor Boudreau presented the Certificate of
Achievement for Excellence in Financial Reporting {CAFR} to Finance Department Director Doug
Volesky and staff members Mike Weber and Rebecca Wade. This has been awarded to the City of
Mount Vernon by the Government Finance Officers Association of the US and Canada for the past 19
years.

The meeting was convened into executive session at 7:23 p.m. and was estimated to last 20 minutes.
G. Executive Session: Real Estate Acquisition, litigation
The meeting was re-convened at 7:46 p.m.
H. Approval of Agreement No. 3554
Councilmember Lindquist moved to approve Agreement No. 3554.
Motion seconded by Councilmember Hudson. Motion carried 7-0.
Councilmember Hulst made a motion to add item I to the agenda. Motion
seconded by Councilmember Lindquist.
I. Resolution 941: Mr. Rogerson presented Council with a request to authorize the
City of Mount Vernon to bring legal action against opioid narcotic manufacturers.
Councilmember Hulst moved to approve Resolution 941. Motion
seconded by Councilmember Molenaar. Motion carried 7-0.
There being no further business the meeting was adjourned at 7:54 p.m.
