Mount Vernon City Council Regular Meeting Minutes May 23, 2018 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Lindquist, and Molenaar Staff Present: Police Chief Dodd, Library Services Director Huffman, Senior Planner Lowell, City Attorney Rogerson, Finance Director Volesky, Development Services Director Phillips, Public Works Director Bell, Parks and Recreation Director King, Senior Engineer Christen, Project Development Manager Donovan and Fire Chief Brice Citizens Present: 9 CONSENT AGENDA A. Approval of March 28, 2018 Special Meeting Minutes B. Approval of May 9, 2018 Regular Council meeting minutes C. Approval of May 18, 2018 payroll checks numbered 108252-108288, direct deposit checks numbered 65808-66020, and wire transfers numbered 671-672 in the amount of $1,022,258.48. D. Approval of May 23, 2018 claims numbered 154944, 154948-155174 in the amount of $2,000,106.67. Councilmember Hulst moved to approve the consent agenda items A-D. Motion seconded by Councilmember Beaton. Motion carried 7-0. REPORTS A. Committee Reports:  Finance Committee and Parks & Enrichment Services – for details see Committee minutes. B. Community Comments:  Michelle Antonich- owner of Mount Vernon Birth Center: Explained some of the issues she is having with transients at her business in Downtown Mount Vernon.  Keith Johnson- homeless man: Stated that he is trying to get the community to come together and not be destructive citizens. Apologized for the transients who break the law. C. Councilmember Comments:  Councilmember Beaton wished Councilmember Molenaar a Happy Birthday! D. Mayor’s Report  City Finance department awarded $8,900 grant to purchase Public Records Request software.  Invited community to the MVHS Graduation Parade on Friday, June 8 at 11:30am in Downtown Mount Vernon.  Mayor’s Wellness Events: Therapy Dogs at the Library, MVHS Choirs Finale Concert and MVHS Jazz Band at the Lincoln.  Mayor’s Coffee Hours times and locations were reviewed. Mount Vernon City Council May 23, 2018 Page 2 of 3 E. Committee Agenda Requests:  Councilmember Hudson would like a committee report from Detective Green on Human Trafficking.  Councilmember Hulst would like to discuss a way to entice businesses to move to our community.  Councilmember Brocksmith would like to discuss process for re-development in Downtown. NEW BUSINESS A. Establish a Capital Project Fund and Budget for the City Library/Community Center/Parking Structure Capital Improvement Fund: Mr. Volesky presented Council with a request to approve an ordinance to establish a capital project fund and budget for the City Library/Community Center/Parking Structure Capital Improvement Project in the amount of $139,000 utilizing the General Fund portion of the Higgins property sale proceeds. Councilmember Hulst moved to approve Ordinance 3752 to establish a capital project fund and budget for the City Library/Community Center/Parking Structure Capital Improvement Project. Motion seconded by Councilmember Molenaar. Motion carried 7-0. B. Appointment to Mount Vernon Arts Commission: Mr. King presented Council with a request to authorize the Mayor to approve the appointment of Travis Baechler to the Mount Vernon Arts Commission. Councilmember Hudson moved to authorize the Mayor to approve the appointment of Travis Baechler to the Mount Vernon Arts Commission. Motion seconded by Councilmember Lindquist. Motion carried 7-0. C. Closed Record Public Hearing- Master Plan for Mount Vernon School District’s Madison Elementary School: Ms. Lowell presented Council with information regarding the approval of a Master Plan for the Mount Vernon School District’s Madison Elementary School. The proposed school will contain 69,000 square feet in a building with 30 classrooms serving 550 students from grades K-5; and ancillary support uses library, kitchen, administrative offices, etc. The approximate 18 acre site is located at 907 E Fir Street. Mayor Boudreau opened the closed record public hearing. John Sitkin- 1500 Railroad Ave, Bellingham: Thanked the Council for the efforts made on the project. Mayor Boudreau closed the closed record the public hearing. Councilmember Lindquist moved to approve Resolution 951- Master Plan for Mount Vernon School District’s Madison Elementary School. Motion seconded by Councilmember Molenaar. Motion carried 7-0. Mount Vernon City Council May 23, 2018 Page 3 of 3 D. Bid Award- 2018 Street Improvements: Mr. Christen presented Council with a request to award the bid for the 2018 Street Improvements to SRV Construction, Inc. in the amount of $1,487,586.00. Councilmember Beaton moved to award the bid for the 2018 Street Improvements to SRV Construction, Inc. in the amount of $1,487,586.00. Motion seconded by Councilmember Hudson. Motion carried 7-0. E. Valley of Our Spirits Art Final Acceptance: Mr. King presented Council with a request to authorize the Mayor to exercise the option to purchase the Valley of Our Spirits Art per the City and Artists agreement for the exclusive option to commission and purchase public art dated August 8, 2017. Amendment to the Mount Vernon Public Arts Commission Ordinance: Mr. King presented a request that Council approve an ordinance amending Chapter 2.97 of the Mount Vernon Municipal Code, the Mount Vernon Public Arts Commission. Councilmember Lindquist moved to approve Ordinance 3753 amending Chapter 2.97 of the Mount Vernon Municipal Code, the Mount Vernon Public Arts Commission. Motion seconded by Councilmember Hulst. Motion carried 7-0. The meeting was convened into executive session at 7:40 p.m. and was estimated to last 10 minutes. G. Executive Session: Potential litigation and real estate.
