Mount Vernon Finance Committee Parks & Enrichment Committee Minutes May 23, 2018 Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Lindquist, Molenaar and Mayor Boudreau Staff present: Doug Volesky, Kevin Rogerson, Bill King, Isaac Huffman, Peter Donovan and Chief Dodd 1) Minutes from April 2018 were approved. 2) Parks & Enrichment Services Department: a. Bill announced new Arts Commission board member Travis Beachler. b. Bill presented changes to the Arts Commission Ordinance. i) Membership Criteria ii) Commission Terms iii) Quorum c. The Valley of Our Spirits art dedication ceremony was April 28, 2018. Would like the City to purchase the piece of art for $35,000. d. Updated Council and Mayor on projects and contracts. i) RCO Grant- Little Mountain improvements ii) WTA Little Mountain Trail Work iii) Born Learning Trail iv) Bonnie Rae Rental v) Edgewater Park Restoration vi) Bakerview Dog Park all year water supply vii) Stokley Tower 3) Finance Department a. Doug presented an update on the 2017 Audit. b. Doug gave an update on the investment activity. c. Presented new Capital Project Fund- City Library/Community Center/Parking Structure d. SOS Grant Award- Public Records Request Software- Award of $8,900 to purchase GovQA Public Records Requests Management Systems was given to the City of Mount Vernon. a. Sales Tax Update – Sales tax is $170,000 over budget at this point, about 6.03%. b. TBD Tax Update –The April revenue of $545,796 was 20% over the budgeted amount. City of Mount Vernon Finance Committee May 23, 2018 Page 2 c. Real Estate Excise Tax (REET) year to date is 52% over budget for April 2018. 4) Good of the Order a. The Mayor reviewed the letter sent out regarding a Bid Award protest. b. Kevin reviewed the bid process for Council. c. Councilmember Brocksmith requested an update on the EMS Levy.
