Mount Vernon City Council Regular Meeting Minutes November 28, 2018 The meeting was called to order by Mayor Boudreau at 7:09 p.m. Present: Councilmembers Beaton, Brocksmith, Hudson, Hulst, Lindquist and Molenaar Absent: Councilmember Carías Staff Present: Fire Chief Brice, Police Chief Dodd, Library Services Director Huffman, Project Development Manager Donovan, City Attorney Rogerson, and Finance Director Volesky. Citizens Present: 4 CONSENT AGENDA A. Approval of November 7, 2018 Study Session Minutes B. Approval of November 20, 2018 payroll checks numbered 108792 – 108823 direct deposit checks numbered 68456 – 68680, and wire transfers numbered 695-696 in the amount of $1,088,253.15 C. Approval of November 28, 2018 claims numbered 1236 – 1241 and 1243 – 1396 in the amount of $1,818,840.52 D. Approval of Agreement No 3678 – NoaNet Dark Fiber Lease Councilmember Hudson moved to approve the consent agenda items A-D. Motion seconded by Councilmember Beaton. Motion carried 6-0. REPORTS A. Committee Reports:  Finance and Parks and Enrichment Services Committee: - for details see Committee minutes B. Community Comments:  David Jobe came forward to present information on transitional housing for the homeless in the form of tiny homes located on church properties. C. Councilmember Comments:  Councilmember Molenaar commented that on Saturday, December 1st Ken’s Barber Shop and the City Council will be sponsoring a free movie of “The Star” at the Lincoln Theater. The movie will start at 3:00 pm.  Councilmember Lindquist announced his resignation effective December 31st from Ward 1 of the Mount Vernon City Council. D. Mayor’s Report:  Robert Longdon, founder of the Hero’s Craft Fair, presented Chief Dodd, Chief Brice and Dr. Cantrell a donation from the proceeds of the 2018 fair. The event raised over $6,000 for our First Responders and Veterans.  The City is hosting upcoming Holiday Events: o Breakfast with Santa at Hillcrest Lodge on December 1st o Free Holiday Movie at the Lincoln Theater on December 1st at 3:00 pm Mount Vernon City Council November 28, 2018 Page 2 of 3 o Holiday Parade and Tree Lighting on December 2nd at 5:00 pm  Mayor’s Coffee House times and locations were reviewed. E. Committee Agenda Requests: Councilmember Molenaar would like to see Council celebrate members of the Community on a monthly basis through a special recognition program for their service to the community as a whole. NEW BUSINESS A. CDBG Agreement – Community Action Agency: Mr. Donovan presented Council with a request to enter into an agreement with Community Action of Skagit County for the CDBG funding not to exceed $60,073. The HUD Program is a pass through grant from the Federal Government for those experiencing homelessness. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with Community Action Agency of Skagit County for CDBG funding not to exceed $60,073. Motion seconded by Councilmember Lindquist. Motion carried 6-0. B. CDBG Agreement – Home Trust of Skagit: Mr. Donovan presented Council with a request to enter into an agreement with Home Trust of Skagit for the CDBG funding not to exceed $100,000. The Home Buyer Assistant Program will provide $25,000 down payments for four families. Councilmember Lindquist moved to authorize the Mayor to enter into an agreement with Home Trust of Skagit for CDBG funding not to exceed $100,000. Motion seconded by Councilmember Beaton. Motion carried 6-0. C. Contract with OAC for Project Management Services: Mayor Boudreau presented Council with a request to enter into an agreement with OAC for project management services regarding the Library/Community Center/Parking Garage project. The City and County jointly reviewed candidates for the project management contract with the total contract not to exceed $86,000. This contract is a budgeted item and the total City cost is $43,000. Councilmember Beaton moved to authorize the Mayor to enter into an agreement with OAC for the project management services for the Library/Community Center/Parking Garage project. Motion seconded by Councilmember Hudson. Motion carried 6-0.
