Mount Vernon City Council Regular Meeting Minutes April 10, 2019 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg, and Molenaar Staff Present: Police Chief Dodd, Project Development Manager Donovan, City Attorney Rogerson, Development Services Director Phillips, Parks and Enrichment Services Director King, Public Works Director Bell, Library Director Huffman, Public Works Wastewater Manager Duranceau, Fire Captain Sanders Citizens Present: 12 CONSENT AGENDA A. Approval of April 5, 2019 payroll checks numbered 109128 - 109162 direct deposit checks numbered 70529 - 70774, and wire transfers numbered 719 – 723 in the amount of $1,128,386.37 B. Approval of April 10, 2019 Claims numbered 3056 – 3059, 3060 and 3065 - 3286 in the amount of $1,521,895.90 Councilmember Hudson moved to approve the consent agenda items A-D. Mayor and city personnel met with Mr. Gallegos and together they reviewed his concerns and the police practices. At the end of the meeting he agreed the police did not treat him with any bias or disrespect. D. Councilmember Comments • Councilmember Hulst reminded everyone it was Mayor Boudreau’s birthday on 4/11. • Councilmember Brocksmith extended an invitation to the community to attend the Kiwanis Salmon BBQ starting 4/6 to 4/28 from 11 a.m. to 7 p.m. at Hillcrest Lodge. Update from Skagit County on Homeless Housing Plans: Mr. Donovan introduced guest speaker Sarah Hinman who presented the latest developments in the County’s efforts to establish and implement a shelter and housing plan for Skagit County homeless residents. 1. The housing center is still in the planning phase. The city will be invited to the planning partner meeting. The county is currently in the process of updating its ten-year plan. In 2018 county funding was $2.5M but serving everyone who qualified would cost an additional $4.5M. The main drivers for the increased homelessness is increased rent prices and lack of affordable housing alternatives. 2. Questions: • Councilmember Hulst – The presentation didn’t identify needs related to drug use. Has the state looked into alternative solutions for rehabbing drug addiction for the homeless? It’s important that we can support our social workers by giving them dedicated support systems. • Ms. Hinman – The state has been looking into this and has partnered with a number of organizations in addressing drug use and homelessness. • Mayor Boudreau – Please give us an update on our permanent housing support? • Ms. Hinman – Catholic Support Services have gotten site control on their project and are projected to open in 2021. • Mayor Boudreau – The city has allocated $250k to addressing homelessness in Mount Vernon and all of the actions and work the city has done can be accessed through the city’s website. B. Public Hearing – Proposed Wastewater Utility Rate Increase: Mr. Bell provided an introduction to the public hearing by reviewing the work done in the wastewater rate study. 1. Mayor Boudreau opened the public hearing. 2. There being no comments, Mayor Boudreau closed the public hearing. Proposed Ordinance 3781 to Implement the Wastewater Utility Rate Increase Mr. Bell presented the council with a request to approve ordinance 3781 to increase Wastewater Utility rates as outlined in the wastewater rate study. Councilmember Hulst moved to approve ordinance 3781 to increase Wastewater Utility rates. Motion seconded by Councilmember Beaton. Motion carried 7-0. C. Approval of Supplement No. 1 to Agreement with Washington State Department of Transportation (WSDOT) – College Way and 30th Street Signal Project: Mr. Love presented the Council with a request to authorize the Mayor to enter into Supplement No. 1 of the Local Agency Agreement with WSDOT to authorize construction for the College Way & 30th Street Signal Project in the amount of $695,000. Councilmember Molenaar moved to authorize the Mayor to enter into Supplement No. 1 of the Local Agency Agreement with WSDOT to authorize construction for the College Way & 30th Street Signal Project. Approval of Supplement No. 1 to Agreement with Washington State Department of Transportation (WSDOT) – College Way and Riverside Drive Signal Corridor Improvements Project: Mr. Love presented the Council with a request to authorize the Mayor to enter into Supplement No. 1 of the Local Agency Agreement with WSDOT to authorize construction for the College Way & Riverside Drive Signal Corridor Improvements Project in the amount of $1,024,681. Councilmember Hudson moved to authorize the Mayor to enter into Supplement No. 1 of the Local Agency Agreement with WSDOT to authorize construction for the College Way & Riverside Drive Signal Corridor Improvements Project. Motion seconded by Councilmember Carías. Motion carried 7-0. E. Approval to Purchase Real Estate at 2773 Little Mountain Road: Mr. Rogerson is requesting the Council authorize the purchase of 3.67 acres with a single family residence located adjacent to Little Mountain Park at 2773 Little Mountain Road for $365,000. 1. Mayor reminded the council the city has applied for a grant which can be applied to this purchase. Councilmember Hudson moved to authorize the Mayor to enter into agreement to purchase 3.67 acres located at 2773 Little Mountain Road. Motion seconded by Councilmember Beaton. Motion carried 7-0. F. City Attorney Rogerson invited the Council to an Executive Session not to exceed 30 minutes. 1. Council Meeting Recessed at 7:47 p.m. 2. Council Meeting Resumed at 8:15 p.m. G. Approval to Purchase Real Estate Parcel P53372: Mr. Rogerson requested the Council to authorize the Mayor to enter into an agreement with Washington State Department of Transportation to purchase the fee simple interest of surplus property located at the southwest corner of Kincaid Street and I-5 identified as tax parcel number P53372 for the appraised price of $83,750.00 whose terms and conditions shall be subject to review and approval by the City Attorney. Councilmember Hulst moved to authorize the Mayor to enter into agreement to purchase parcel P53372 located on the southwest corner of Kincaid Street and I-5. Motion seconded by Councilmember Hudson. Motion carried 7-0.
