Public Works/Library Committee Meeting April 10, 2019, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Moberg, Molenaar Staff Members: Public Works – Bell, Chesterfield, Duranceau, Love; Library – Huffman; Police Chief – Dodd; Project Development Manager – Donovan; City Attorney – Rogerson 1. Approval of Public Works Committee Minutes: Councilmember Molenaar moved to approve the minutes from March 13, 2019; Seconded by Councilmember Hudson; Carried by all. 2. Library Committee – Laura Schumacher a) New Library and Community Center Value Case Library director Isaac Huffman explained the need for a new library. There are many limitations to programming, collection, and services created by the current space. The new space will offer the value of being able to extend services with limited operating impacts. Key points include the value of our children services, the economic impacts of libraries, and the advantages of shifting the business model to a community focused design. Isaac commented on three key elements of focus for upcoming years; kindergarten readiness, community space (culture houses), and supporting the community’s workforce. b) Highlights: Dia del Niño / Day of the Child Celebration Isaac also highlighted a few upcoming library events including Dia del Niño / Day of the Child celebration, scheduled for Saturday, May 4, 2019, from 1:00 to 4:00 pm. This event will include food and performances in Pine Square and conclude with a live performance at the Lincoln Theater. 3. Program Coordination Division – Blaine Chesterfield a) SR Gravel Pit Skagit Aggregates has operated the nearly six acre SR9 Gravel Pit since October 2015 and has paid royalties for gravel borrow sold of more than $165,000 dollars. Skagit Aggregates has a rough estimate of 90,000 tons ($45,000) of gravel remaining in the pit. Blaine also mentioned that the NPDES (National Pollutant Discharge Elimination System) annual report was submitted to and accepted by the Department of Ecology on March 28, 2019. 4. Project Updates – Mike Love a) College Way & Riverside Drive Corridor Improvements WSDOT Construction Funding Obligation: At tonight’s City Council meeting, Council will consider a grant agreement with WSDOT to secure an additional $1,024,681 for construction of signal and pedestrian access improvements April 10, 2019, Public Works/Library Committee Minutes Page 1 of 2  to the signals on College Way and Riverside Drive. The work will begin this summer. Improvements include yellow flashing left turn signals, LED street light upgrades, pedestrian accessibility improvements, and count down signal heads to 12 signals within the system. b) College Way 30th Street Signal WSDOT Construction Funding Obligation: Council will also consider a grant agreement with WSDOT to secure an addition $695,000 for the construction of a new traffic signal at 30th and College Way. The work is anticipated to begin this summer. c) College Way Widening Under I-5: Granite construction is progressing with work on the College Way widening project. Currently the contractor is injecting an epoxy grout to solidify the soils beneath I-5 to facilitate the construction of two retaining walls for the road widening. Traffic impacts should continue to be minor as this work continues over the next few weeks. d) TIB Complete Streets Grant Award: After being nominated by WSDOT Burlington office, the City was recently awarded $350,000 from the WA State Transportation Improvement Board to assist the City in construction work associated with our complete streets program. The planned work includes curb ramp access improvements adjacent to Division Street and Laventure Road. This work will be designed and constructed over the next two years. 5. Public Works Director Comments – Esco Bell a) Letter of Map Revision (LOMR) After a big conference call on March 29, 2019, with the Mayor, staff, FEMA Region 10 staff, and FEMA consultants, the map revision process is back on track. There are four additional information items that City staff are working on to satisfy FEMA’s questions. b) Wastewater Treatment Plant Rate Ordinance: There is a public hearing tonight regarding modifications to the City’s wastewater rates ordinance. If passed, the ordinance will increase current sewer rates by 2.5% on January 1, 2020, and by the consumer price index every January thereafter. 6. Traffic Safety Committee (TSC) Update – Esco Bell The next Traffic Safety Committee is on Tuesday, April 16, 2019. 7. Miscellaneous / For the Good of the Order Councilman Brocksmith discussed the idea of community recognitions as another way to connect with the community. Councilman Brocksmith will come up with additional details for Council consideration.
