Mount Vernon City Council Study Session Minutes December 4th, 2019 The meeting was called to order by Mayor Boudreau at 7:00 PM. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg, and Molenaar Staff Present: Project Development Manager Donovan, City Attorney Rogerson, Human Resources Director Keator, Parks & Enrichment Director King, Finance Director Volesky, Library Director Huffman, Interim Police Chief Cammock, IS Director Kleppe, Public Works Director Bell, Wastewater Manager Duranceau, Development Services Director Phillips, and 4 Wastewater Treatment Plant employees Citizens Present: 2 A. Consider Adoption of the 2020 City Budget: Mr. Volesky requested that Council adopt the 2020 budget ordinance. Mr. Volesky gave a brief update on the 2020 budget after which a discussion was held regarding a few key items. Mr. Phillips and Mr. Rogerson fielded questions regarding the budgeted HOVEE study, Mayor Boudreau fielded questions regarding the budgeted salary survey, and Mr. Volesky fielded questions regarding the estimated 2020 sales tax revenues. Councilmember Hudson moved the Council to adopt the 2020 budget, Ordinance 3796. Motion seconded by Councilmember Hulst. Motion carried 7-0. B. Bid Award – Furnishing and Delivery of Polymer: Mr. Duranceau requested the Council award the bid to furnish and deliver Polymer to the Wastewater Treatment Plan to SNF Polydine, Inc. Councilmember Molenaar moved to award the bid to furnish and deliver Polymer to the Wastewater Treatment Plan to SNF Polydine, Inc. Motion seconded by Councilmember Moberg. Motion carried 7-0. C. Approval of Agreement with Fire District #2: Mr. Kleppe requested that Council authorize the Mayor to enter into an agreement with Fire District #2 for mobile wireless services. Councilmember Hulst moved Council to authorize the Mayor to enter into an agreement with Fire District #2 for mobile wireless services. Motion seconded by Councilmember Beaton. Motion carried 7-0. Renew Interlocal Agreement with Skagit County: Mr. Kleppe requested that Council authorize the Mayor to enter into a renewal interlocal agreement with Skagit County for TV10 production services. Councilmember Beaton moved Council to authorize the Mayor to enter into a renewal interlocal agreement with Skagit County for TV10 production services. Motion seconded by Councilmember Hudson. Motion carried 7-0. E. Renew Contract for Indigent Defense Services: Mr. Donovan requested the Council authorize the Mayor to enter into a contract for indigent defense services, along with the City of Burlington, with Mountain Law, PLLC. Councilmember Hulst moved Council to authorize the Mayor to enter into a contract for indigent defense services, along with the City of Burlington, with Mountain Law, PLLC. Motion seconded by Councilmember Moberg. Motion carried 7-0. F. Renew Lease with Chamber of Commerce: Mr. Donovan requested that Council authorize the Mayor to enter into a lease agreement with the Mount Vernon Chamber of Commerce for space located at 301 W Kincaid Street. Councilmember Hudson moved Council to authorize the Mayor to enter into a lease agreement with the Mount Vernon Chamber of Commerce for space located at 301 W Kincaid Street. Motion seconded by Councilmember Molenaar. Motion carried 7-0. Meeting was adjourned at 7:43 PM.
