Public Safety Meeting
Present: Melissa Beaton, Gary Molenaar, Mary Hudson, Iris Carias, Chris Cammock, Bryan Brice, Richard
Brockman, Mark Hulst, Jill Bourdreau, , Bryan Harris, Peter Donovan, Erin Moberg
Meeting called to order: 6:00 p.m.
Due to no November meeting, there were no minutes to be approved.
FIRE
EMS – Morgan Hendricks
• Morgan Hendricks, the Nurse Educator, demonstrated some basic tools which the paramedics
and EMT’s use in the field. A demonstration of how the AED is used during the start of CPR, and
as it progressed to Paramedic and Emergency Department. In Skagit County, all entities use the
Zoll monitors – which creates interoperability between devices.
• What is the need for additional Zoll monitors? Currently the EMT’s are using Lifepak monitors
which does not allow for interoperatibily, as well as requiring to purchase leads and other
expendables to maintain this equipment. Also, there is also no depth in the current system
when equipment is out of order.
Large Incidents
• Monday, November 25th there was an explosion on Futon (across from the High School) which
caused devastation to the home and neighboring houses. This explosion was caused by a
natural gas leak.
• Thursday, November 27th there was a fatal mobile home fire. The crews were able to contain
the fire to the single mobile home.
DEVELOPMENT SERVICES
GROWTH MANAGEMENT ACT
* Kevin Murphy – Skagit Council of Governments presented to Council the Countywide Planning policy
on cleanup.
• The Growth Management Act steering committee (Municipal Mayors and County Commissions)
meets annually to provide an administrative cleanup of the Countywide Policies. This group did
not look at new policies, just reviewing and cleaning up on existing polities.
• The bulk of the policies were adopted in 1992, with very few changes.
• Mr. Murphy provided Council a copy of the strike out changes to the proposed policies which
are currently under consideration with the Board of County Commissioners.
• The Board of County Commissioners can only vote “yes” or “no”.
• Next Step: The Steering Committee is soliciting recommendations from local jurisdictions. The
next meeting is December 18th.
COMP PLAN AMENDMENTS
Staff will be bringing forward a request to change an existing designation from a church to a single
family medium density homes.
AWC City Action days. The mayor will have Keri reserve rooms and registrations. January 28th & 29th
Swearing in for Mary, Mark and Erin. Let the mayor know a date and time.
