Mount Vernon City Council Regular Meeting Minutes February 12th 2020 The meeting was called to order by Mayor Boudreau at 7:00 PM. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, and Molenaar. Councilmember Moberg was excused from session. Staff Present: Project Development Manager Donovan, City Attorney Rogerson, Parks & Enrichment Director King, Finance Director Volesky, Library Director Huffman, Public Works Director Bell, Assistant Fire Chief Brian Harris Citizens Present: 12 CONSENT AGENDA A. Approval of December 4, 2019 Study Session Minutes B. Approval of December 20, 2019 payroll checks numbered 109775 – 109799, direct deposit checks numbered 74600 - 74840, and wire transfers numbered 804 – 808 in the amount of $1,308,747.44 C. Approval of January 3, 2020 payroll checks numbered 109800 – 109834, direct deposit checks numbers 74841 – 75084, and wire transfers numbered 809 – 813 in the amount of $1,103,557.3 D. Approval of December 24, 2019 Claims numbered 6892 – 6902 and 6905 – 7240 in the amount of $2,262,042.01 E. Approval of January 8, 2020 Claims numbered 7254 – 7329 in the amount of $463,950.42 Councilmember Hudson moved to approve consent agenda items A-E. Motion Seconded by Councilmember Hulst. Carried 6-0. REPORTS A. Committees 1. Public Works and Library - See Committee Minutes for details. 2. Public Safety - Postponed B. Community Comments 1. Julissa Helms (Mount Vernon) – Expressed concerns about 5G Internet and Mount Vernon becoming a “Smart City” in general. 2. Kelli Susser (Mount Vernon) – Expressed concerns about 5G Internet and its potential health impacts. Asked if any permits had been applied for with regard to these technologies. The City of Burien recently blocked the installation of a 5G cell tower. 3. Derrick Connit (Darrington) – Expressed concerns about 5G internet and its potential impact on bees. As a beekeeper deploying 5G technology in our city could harm his bees. 4. Kim deDonado (Mount Vernon) - Expressed opposition to parking ordinance with concern were it applies to displacing people who have nowhere else to go. 5. Greg Aalto (Mount Vernon) – Provided a letter he wrote to council regarding the damage to his trees by City employees. He would like some form of restitution. Mount Vernon City Council February 12, 2020 Page 2 of 3 6. Dawn Ideker (Mount Vernon) – Business owner in downtown Mount Vernon. Has been having issues with parking downtown. Says her business has been impacted and she feels as though neither she nor her clients have a safe place to park. C. Councilmember Comments 1. Councilmember Beaton -With regard to tax season noted that while taxes have increased by 23% there are 8 tax districts on income tax and Mount Vernon on accounts for only 16% of the total taxes collected. D. Mayors Report 1. The Mayor extended an invitation to the public for a special Storm Water Management presentation Wednesday, March 11th. E. Committee Agenda Requests 1. None. New Business A. Approval of Agreement with Skagit County: Doug Volesky requested council authorize the mayor to enter into an agreement with Skagit County to renew the fiber optic services agreement. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with Skagit County to renew fiber optic services. Motion seconded by Councilmember Molenaar. Carried 6-0. B. Amendment to the Parking Ordinance: Peter Donovan requested that Council approve an ordinance that would amend Mount Vernon Municipal Code Chapter 10.20.093, making the north side of West Broadway, as well as the south side of the 100 block of West Broadway a 3-hour parking zone. Councilmember Hulst moved to approve ordinance 3803 amending Mount Vernon Municipal Code Chapter 10.20.093, making the north side of West Broadway, as well as the south side of the 100 block of West Broadway a 3-hour parking zone. Motion seconded by Councilmember Hudson. Carried 6-0 C. Approval of Agreement with Skagit Watershed Council: Doug Volesky requested that Council authorize the Mayor to enter into an agreement with the Skagit Watershed Council for the receipt of 2020 Lodging Tax Funds. 1. As an employee of the Skagit Watershed Council, Councilmember Brocksmith has a remote interest in this agreement. Councilmember Brocksmith disclosed this information as well as stating that his salary consists entirely of fixed wages. He would also abstain from participating in any vote. Councilmember Beaton moved to Mayor to authorize the Mayor enter into an agreement with the Skagit Watershed Council for the receipt of 2020 Lodging Tax Funds. Motion seconded by Councilmember Carías. Carried 5-0 D. Approval of Agreement with Skagit County: Blaine Chesterfield requested that Council authorize the Mayor to enter into an agreement with Skagit County which allows for the design and construction of the Maddox Creek culvert removal and stream enhancement project. Mount Vernon City Council February 12, 2020 Page 3 of 3 Councilmember Hudson moved to authorize the Mayor to enter into an agreement with Skagit County which allows for the design and construction of the Maddox Creek culvert removal and stream enhancement project. Motion seconded by Councilmember Molenaar. Carried 6-0 E. Acceptance of Project Completion for Kulshan Pump Station Bar Screen Rehabilitation: Bill Bullock requested that Council accept the work completed by Harbor Pacific Contractor’s Inc. in the amount of $465,475.14 for the Kulshan Pump Station Bar Screen Rehabilitation. Councilmember Hulst Moved to accept the work completed by Harbor Pacific Contractor’s Inc. in the amount of $465,475.14 for the Kulshan Pump Station Bar Screen Rehabilitation Project. Motion Seconded by Councilmember Hudson. Carried 6-0 F. Acceptance of Project Completion for Bakerview Park Entrance Road Improvements Project: Bill King requested that Council accept the work completed by PNW Civil Inc. for the Bakerview Park Entrance Road Improvements Project. Councilmember Beaton moved to accept the work completed by PNW Civil Inc. for the Bakerview Park Entrance Road Improvements Project. Motion Seconded by Councilmember Carías. Carried 6-0. G. Approval of Agreements for Forestland Response and Fire Equipment Assistance: Assistant Fire Chief Harris requested that Council authorize the Mayor to enter into agreements with Department of Natural Resources for the Forestland Response and Fire Equipment Assistance. Councilmember Hudson moved to authorize the Mayor to enter into agreements with Department of Natural Resources for the Forestland Response and Fire Equipment Assistance.
