Approval of Public Works Committee Minutes: Councilmember Hulst moved to approve the minutes from January 8, 2020; Seconded by Councilmember Beaton; Carried by all. 2. Public Works Director Comments – Esco Bell a) Solid Waste Rate Presentation by Chris Bell, of Bell & Associates, Inc. Chris Bell provided Council with a presentation of the recently completed Solid Waste Rate Study and adjustments to current rates. Following the presentation and discussion between Council and staff, recommended adjustments will be presented at the next Public Works Committee meeting on March 11, 2020. b) Wastewater Treatment Plant Administration Building Improvements Staff and consultants have prepared the design and bid package for the planned upgrades of the administrative building at the Wastewater Treatment Plant. Improvements are planned to be constructed this year and staff is ready to advertise the project for construction bids. 3. Traffic Safety Committee (TSC) Update – Esco Bell The last Traffic Safety Committee was on Tuesday, December 17, 2019. The next Traffic Safety Committee is on Tuesday, February 18, 2020. 4. Miscellaneous / For the Good of the Order The Mayor updated Council on information concerning the Skagit County Permanent Supportive Housing project. The project did not score high enough to receive tax credit allocations from the Washington State Housing Commission for 2020. The Mayor has been in discussions with the Governor’s office as well as Skagit County.
