The meeting was called to order by Mayor Boudreau at 7:05 PM.
Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg and
Molenaar,
Staff Present: Project Development Manager Donovan, City Attorney Rogerson, Finance
Director Volesky, Library Director Huffman, Police Chief Cammock, Public Works
Director Bell and City Engineer Bullock

CONSENT AGENDA
A. Approval of February 26, 2020 Regular Council Meeting Minutes
B. Approval of March 5, 2020 payroll checks numbered 109916 – 109943, direct
deposit checks numbers 75824 – 76070, and wire transfers numbered 829 –
833 in the amount of $980,444.43
C. Approval of March 11, 2020 Claims numbered 8125 and 8139 – 8270 in the
amount of $560,449.28
Councilmember Hudson moved to approve the Consent
Agenda items A-C. Motion seconded by Councilmember
Moberg. Motion carried 7-0.

• Councilmember Carías – Took a moment to publicly thank Police Chief Cammock and
Sargent Serrano for a recent meeting they had with members of the Latino Community.
D. Mayor’s Report
• Mayor Boudreau – Addressed the developing Coronavirus issue. Informed the
community about changes the City has made to services. Noted that citizens can find the
most up to date information at the State and County Health Department websites. Spoke
about some common sense measures to help fight the spread of illness.
• Mayoral Proclamation of Emergency Covid-19: Mr. Rogerson requested Council ratify a
Mayoral Proclamation of Emergency in response to the continued and growing threat of
Covid-19.
Councilmember Hulst moved ratify a Mayoral Proclamation of
Civil Emergency. Motion Seconded by Councilmember Beaton.

• Mayoral Proclamation of Emergency Flood Wall: Mr. Rogerson requested Council ratify a
Mayoral Proclamation of Emergency in response to the growing threat presented by
rising levels in the Skagit River.

Councilmember Hudson moved ratify a Mayoral Proclamation of
Civil Emergency. Motion Seconded by Councilmember Carías.
Motion carried 7-0.
E. Committee Agenda Requests
• Councilmember Beaton – Would like to work on finding a way to have any discussions
regarding our Fire Facilities and Mount Vernon Commons Project more open to the public
and possibly on camera.

NEW BUSINESS
A. 2020 Skagit Valley Tulip Festival Presentation: Skagit Valley Tulip Festival Executive
Director Cindy Verge presented Council with the festival’s 2020 poster and provided an
update on festival details.
B. Appointment to Mount Vernon Planning Commission: Mr. Donovan requested Council
approve the appointment of Mary Mae Hardt to the Mount Vernon Planning Commission.
Councilmember Beaton moved to approve the appointment of
Mary Mae Hardt to the Mount Vernon Planning Commission.
Motion Seconded by Councilmember Hudson. Motion carried 7-0.
C. Approval of Agreement – Census Grant Services: Mr. Huffman requested that Council
authorize the Mayor to enter into an agreement with Skagit County for Grant Funded
Census Education. The Library will be reimbursed for the work it completes and
additional reimbursement will be available for purchased services. The total grant award
will not exceed $11,100.
Councilmember Hulst moved to authorize the Mayor to enter into
an agreement with Skagit County for Grant Funded Census
Education. Motion Seconded by Councilmember Carías. Motion
carried 7-0.

SUBJECT: PLANNING COMMISSION APPOINTMENT MARY MAE HARDT
RECOMMENDED ACTION:
City Staff recommends City Council authorize the Mayor to Appoint Mary Mae Hardt as a Planning
Commission Member.
INTRODUCTION/BACKGROUND:
Mrs. Hardt desires to be considered for an appointment to the Planning Commission to fill a vacant
Planning Commissioner position through December 31, 2022. Mrs. Hardt has a diverse and impressive
resume which includes: Federal, State and Local Planning work experience; philanthropic conservation
non-profit efforts; and comprehensive plan experience (transportation, land use and downtown
revitalization). Mrs. Hardt experience and desire to serve will provide a fresh and complementary
perspective to the Planning Commission.
FINDINGS/CONCLUSIONS:
None
RECOMMENDATION:
City Staff strongly recommends City Council authorize the Mayor to appoint Mrs. Hardt as a Planning
Commissioner.

SUBJECT: INTERLOCAL AGREEMENT WITH SKAGIT COUTY
RECOMMENDED ACTION:

INTRODUCTION/BACKGROUND:
We ask that Council authorize the Mayor to enter into an interlocal agreement with Skagit County for
Grant Funded Census Education. The library will be reimbursed $9,000.00 for the work it completes.
Additional reimbursement will be available for purchased services. The total grant award will not exceed
$11,100.00
FINDINGS/CONCLUSIONS:
The terms in this agreement align with past interlocal library agreements and have passed a legal
review. The reimbursement amounts set by the state are fair for the work provided. We have already
completed several activities and will continue to do these activities to support the 2020 Census. Grant
reimbursement is a bonus.
