Public Works/Library Committee Meeting March 11, 2020, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg, Molenaar Staff Members: Public Works – Bell, Bullock, Chesterfield; Solid Waste; Library Director – Huffman; City Attorney – Rogerson; Project Development Manager – Donovan; Finance – Volesky; Interim Police Chief – Cammock Brown & Caldwell: Damon Diessner & Dr. Valerie Fuchs 1. Approval of Public Works Committee Minutes Councilmember Moberg moved to approve the minutes from February 12, 2020; Seconded by Councilmember Carías; Carried by all. 2. Library Committee – Isaac Huffman a) Polling Options The Library talked about what polling can tell us regarding an election and related costs. Polling is good to collect data but it is expensive ranging from $13,000 - $20,000. b) Library Updates Isaac highlighted successful library activities, focusing on the “Out of the Library” work which was conducted. The County had its first confirmed COVID-19 case and the Library responded with new hourly cleaning protocol. Glow Night at the elementary school was fun with slime and glow bracelets. Family Craft Night with targeted sites has been more successful with higher participation. Virtual Reality at Mount Vernon High School was a great activity. The first time this event took place there were 60 participants and this time there were 75 and that will likely continue to grow. Ozobots has been a fun outreach with a multi-generational aspect. Parents teach kids and the kids teach the parents, it is great to watch. Participation continues to grow with the last turnout at 30 – 40 participants. Teen Crafts and Chinese New Year were also fun and successful. March 11, 2020, Public Works/Library Committee Minutes Page 1 of 3  c) Census 2020 A quick update was provided about the grant for the 2020 Census that is on the City Council agenda following Committee. 3. Program Coordination Division – Blaine Chesterfield a) Dr. Valerie Fuchs of Brown and Caldwell gave a presentation on the City’s draft 2020 Stormwater Management Program (SWMP). The City remains in compliance with the municipal stormwater permit. The draft 2020 SWMP is on the City’s website for review. Comments need to be submitted by Wednesday, March 25, 2020. 4. Project Updates – Bill Bullock a) 2020 Sanitary and Storm Sewer Lining Two bids were received on March 4, 2020. Staff will be asking for award at the March 25, 2020, Council Meeting. b) College Way Widening Under I-5 This project is anticipated to start up again on March 19, 2020. The north side on and off ramps are scheduled to be constructed on the weekend of March 21st and 22nd, which will require a full closure of the ramps during the weekend. c) College Way and Riverside Dr Corridor Signals Nine of the twelve signals are complete. The remainder of work is ongoing and anticipated completion is expected in April. d) 4th St N and Riverside Dr Railroad Crossing The bulk of this project is complete. Remaining work requires close coordination with BNSF which continues to experience delays. e) College Way & 30th St Signal This project is expected to begin on March 23, 2020, with completion expected in May or June. The Contractor will begin with flat work, working from the south side to the north side. Signal poles will be installed following completion of flat work. f) Freeway Drive Improvements Federal funds for design have been obligated and consultant selection is under review. g) Kulshan Trail Safety Lighting Federal funds for design have been obligated and consultant selection is under review. 5. Public Works Director Comments – Esco Bell a) Solid Waste Rates Esco provided Council with updated information about the City’s Solid Waste Rate Study. Also, he noted that it is important to pass through the County’s tipping fee March 11 2020, Public Works/Library Committee Minutes Page 2 of 3  increase to be effective June 1, 2020, and other increases the Council may implement would expect to occur January 2021. b) 2020 Street Improvements Esco provided Council with the proposed project totaling $1.1 million dollars. Streets included are: Freeway Dr (Division to Cameron); S 16th St (Section to Broad and Broadway to Kincaid); 20th St and 21st St (Section to Broadway); and the City owned section of Little Mountain Rd. If funding allows, other included streets are N 18th St (Fir to College Way) and Blackburn Rd (Railroad tracks to Henson Rd). 6. Traffic Safety Committee (TSC) Update – Esco Bell The last Traffic Safety Committee was on Tuesday, February 18, 2020. The next Traffic Safety Committee is on Tuesday, April 21, 2020. 7. Miscellaneous / For the Good of the Order Mayor Boudreau talked about COVID-19. There are daily notifications by Health Department and the County and the state are doing a great job. The Mayor and other Mayors are talking regularly. First responders are at the highest risk and are also meeting regularly. The Mayor noted to expect questions and route them through her to avoid confusion. Mayors Report: The question was asked whether to continue with the next committee meeting even with no imminent action items. The Mayor would like to move forward with approval of a proclamation of emergency for the City of Mount Vernon. The proclamation is a prerequisite for the City to receive state and federal recovery assistance. Additionally, Kevin requested to move forward with a limited proclamation declaring an emergency to perform a Skagit River Flood fight.
