Mayor Boudreau called the meeting to order at 7:12 p.m.
Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar
and Morales

A. Re-appoint Planning Commission Member: Mayor Boudreau requested
approval of the re-appointment of Andrew Vander Stoep to the Planning
Commission.
Councilmember Hulst moved to approve the
re-appointment of Andrew Vander Stoep to
the Planning Commission. Motion seconded
by Councilmember Hudson. Motion carried 7-
0.
B. Re-appoint Arts Commission Members: Ms. Berner requested approval of
the re-appointment of Susan Wells Hall, Kathleen Roche-Zujko and Lee
Ann Rust to the Arts Commission.
Councilmember Hudson moved to approve
the re-appointment of Susan Wells Hall,
Kathleen Roche Zujko and Lee Ann Rust to the
Arts Commission. Motion seconded by
Councilmember Carías. Motion carried 7-0.
C. Consideration of Resolution – Fully Contained Communities: Mayor Boudreau
presented, for discussion, a draft resolution opposing Fully Contained
Communities (FCC) as requested by Councilmember Hudson. Councilmember
Hudson stated that Skagit County has not followed the process put into place
bringing the matter before the Steering Committee prior to consideration. A
discussion ensued regarding the process and FCC. The consensus of Council
was to gather additional information, discuss with Skagit County, and
continue the conversation in January.
Mayor Boudreau discussed the framework agreement put into place to allow a
Growth Management Act (GMA) Steering Committee to review and make
recommendations. The GMA Steering Committee also makes
recommendations for county-wide planning policy. The docketing process
was also reviewed.
Councilmember Hulst moved to table the
discussion until January 2020. Motion
seconded by Councilmember Beaton. Motion
carried 7-0.
The item will be placed on the January 12, 2022 committee and regular City
Council meeting and will include a public hearing.
D. Library Commons Project Update: Mayor Boudreau introduced Julie Blazek of
HKP Architects who provided an update of the Library Commons Project. Ms.
Blazek reviewed the project goals, schedule, design updates, cost estimates
updates and monthly communications. The schematic design and the design
development processes have been completed. Contract documents are in
process to prepare for permitting.
The project includes 75 electric vehicle-charging stations. This is an all-
electric powered building with 116 Kw on-site Solar Array. Floorplans,
renderings, and walk-through videos of the various spaces, including the
library, meeting spaces, kitchen, and parking garage were presented.
Mayor Boudreau reviewed funding sources, including potential local, state, and
federal funding and grants, tax and fund allocations, fundraising, donations,
and in-kind services. The project was named in Governor Inslee’s Climate
Strategy Policy brief and $4 million in funding is included in his proposed
supplemental budget. Mayor Boudreau expressed gratitude that the project
was recognized as the example for the state. The Governor has endorsed the
project and has agreed to submit letters of support with the City’s applications
for federal funding.
Funding sequencing and timelines will be presented at the January 26, 2022
Finance Committee meeting.
E. For the Good of the Order: Mayor Boudreau shared that groundbreaking for
Martha’s Place will take place December 16, 2021. Martha’s Place is a
permanent supportive housing project being constructed in Mount Vernon by
Catholic Housing and Skagit County. Skagit County has allocated $800,000 of
APRA funds for hotel rooms and a caseworker to serve potential residents of
Martha’ Place.
The meeting was convened into executive session at 8:20 for a period of
twenty minutes to discuss with counsel matters regarding collective
bargaining. No action will be taken following the session
The meeting was reconvened and adjourned at 8:40 p.m.

Lee Ann Rust, current members of the Mount Vernon Arts Commission, to three (3) year terns to expire
on December 31, 2024.
INTRODUCTION/BACKGROUND:
In accordance with the City of Mount Vernon ordinance Title 2 Chapter 2.97 – The Mount Vernon Public
Arts Commission, Commissioners will be appointed for a three-year term. Commissioners may then be
reappointed for additional three-year consecutive terms on a rotational basis.

SKAGIT COUNTY
RECOMMENDED ACTION:

INTRODUCTION/BACKGROUND:
In May of 2021 the Skagit County Commissioners unanimously voted to docket a comprehensive plan
amendment asking that Fully Contained Communities (FCCs) be allowed in Skagit County. FCCs are
developments (designed and constructed by private developers) comprised of homes with supporting
commercial uses located outside cities in unincorporated, rural areas.
The County is required - by law - to coordinate and cooperatively plan for long-term growth with the
cities and towns.
FCCs are not currently allowed in Skagit County, and state law does not require FCCs be authorized.

SUBJECT: MOUNT VERNON LIBRARY COMMONS PROJECT UPDATE
RECOMMENDED ACTION:

INTRODUCTION/BACKGROUND:
--The Mount Vernon Library Commons project will be a multi-use infrastructure facility featuring a new
city library, community center, and a parking structure with one of North America’s largest EV charging
stations.
--With the “Schematic Design” phase of the project now completed, HKP Architects are over halfway
through the project’s “Design Development” phase.
--HKP Architects will update Mount Vernon City Council, and the public, on the progress made on the
MV Library Commons project, to-date.
