Development Services Committee December 15, 2021 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, and Morales Staff Members: Development Services – Phillips, Lowell; Mayor’s Office – Donovan 1. Approval of November 20, 2021 minutes. 2. BERK Associates – Consulting- Housing Work Plan Brief: 1. Kevin Ramsey from BERK Associates provided a follow-up presentation from our November 2021 DS Committee meeting on “Net versus Gross Density calculations”. Council discussed net versus gross land use methodology and asked a variety of clarifying questions to Mr. Ramsey as it related to: example calculations, the effect changing the methodology on our recently adopted MVMC Affordable Housing SFR/MFR Density Bonus code, desire to preserve MV critical wetland & small town environment as well as the cost for new studies. Additionally density could be added by considering changing the zoning. With the support of most all council members we decided to continue utilizing Net Density calculations for all future MVMC code amendments and for the 2024 Comprehensive Plan Update. 2. Dawn Couch from BERK Associates provided a presentation on the results of our “Housing Work Plan Listening Sessions” with community members Catholic Community Services, Habitat for Humanity, Piazza Construction and WADB Construction and a non-profit in Snohomish County. The DS Committee positively received the Listening Session recommendations and will further explore/discuss implementation strategies in 2022 in the Housing Work Plan and/or Planning Docket.
