INTRODUCTION/BACKGROUND: Mr. Johnson previously served on the Planning Commissioner. He has completed all required training and attended the April 5, 2022 Planning Commission Meeting. FINDINGS/CONCLUSIONS: NA RECOMMENDATION: Development Services Staff recommends the appointment of Mr. Johnson as a Planning Commissioner. His term will end in December 2023. INTRODUCTION/BACKGROUND: Ms. Curry is the Executive Director of Skagit Gleaners which is a local food recovery and rescue program. She was born and raised in Skagit Valley, earned a BA from Western WA University and MA from Seattle University. She has attended the April 5, 2022 Planning Commission Meeting. FINDINGS/CONCLUSIONS: NA RECOMMENDATION: Development Services Staff recommends the appointment of Morgan Curry as a Planning Commissioner. Her term will expire in December 2025. ATTACHED: PC Application AGENDA ITEM: C  AGENDA ITEM: D DATE: April 27, 2022 TO: Mayor Boudreau and City Council FROM: Peter Donovan, Special Projects Manager SUBJECT: OPEN RECORD PUBLIC HEARING FOR 2022-23 CDBG ACTION PLAN RECOMMENDED ACTION: Motion INTRODUCTION/BACKGROUND: - This is an Open Record Public Hearing to obtain the views of citizens and other interested parties on the draft Community Development Block Grant (CDBG) 2022 Action Plan; as well as proposed amendments to the 2018-22 Consolidated Plan, and the 2018, 2020 annual action plans. -The 30-day public review and public comment period for the 2022-2023 Draft Action Plan extended from March 29, 2022 to April 27, 2022. -During this time, the public has been invited to obtain the Draft Action Plan, and to provide written comment. -Written comments received during this 30-day period will be read into the record this evening -Additionally, the public has been invited to make comments to City Council in a public hearing, to be held at 7pm on Wednesday, April 27th (1805 Continental Place). -The Action Plan assumes an approximate allocation from HUD to be $380,000 -The actual amount of the City’s 2022-23 CDBG allotment is unknown, and the City will likely be notified by HUD of the amount by the end of May 2022. FINDINGS/CONCLUSIONS: The proposed Annual Action Plan identifies approximate amounts, as well as goals to be met: --Public Services $57,000 (15%) --Admin & Planning $63,754 (16.9%) --Public Facilities Revitalization $110,000 (28.9%) --Increase Supply of Affordable Housing $149,000 (39.2%) --The amendments to past program years include: --2018-22 Consolidated Plan: Allows for possibility of Section 108 funding for MV Library Commons --2018 Action Plan: Re-allocates $100,000 of unspent funds to Friendship House for proposed renovations --2020 Action Plan: Re-allocates $23,950 of unspent funds to the proposed renovations at Friendship House RECOMMENDATION: Motion to approve the 2022-2023 CDBG Annual Action Plan, to include the proposed amendments, following a public hearing ATTACHED: 2022-23 Draft Action Plan 2022 Amendments & Updates 2nd Public Hearing Notice  AGENDA ITEM: E DATE: April 27, 2022 TO: Mayor Boudreau and City Council FROM: Blaine Chesterfield, Engineering Manager SUBJECT: ON CALL CONTRACT AMENDMENT FOR BNSF MAINLINE EQUIPMENT AND SERVICES – COWLING & COMPANY LLC, AND DBA WIDENER & ASSOCIATES RECOMMENDED ACTION: Staff requests the City Council authorize the Mayor to approve the amendment of the professional services agreement with Cowling & Company L.L.C., also DBA Widener & Associates, for equipment and consulting services related to the completion of the floodwall. The amendment is for total cost of up to $105,400 dollars which will increase the total agreement cost to $225,400 dollars INTRODUCTION/BACKGROUND:  The final section of the Downtown Flood Protection project that crosses the Burlington Northern Santa Fe (BNSF) mainline railroad tracks needs to be completed.  Work performed under this amendment will be funded as part of the Downtown Flood Protection project budget.  The work will be performed on a time and material basis. FINDINGS/CONCLUSIONS:  Widener & Associates has an exceptional success rate in obtaining permits, parts, and services. In the past under similar contracts, Widener & Associates, has been successful in obtaining permits, work, and/or components for the Downtown Flood Protection Phase I & II, and BNSF mainline project.  Widener & Associates is currently working with BNSF to complete the Downtown Flood Protection Project.  AGENDA ITEM: F DATE: April 22, 2022 TO: Mayor Boudreau and City Council FROM: Erin Keator, Human Resources Director SUBJECT: MAYOR’S SALARY ORDINANCE RECOMMENDED ACTION: Staff recommends that Council adopt an ordinance establishing the salary schedule for the elected position of Mayor of the City of Mount Vernon. INTRODUCTION/BACKGROUND: The Mayor is an elected official and is the Chief Executive and Administrative Officer of the City. The Mayor’s salary is set by City Council through ordinance. In 2001 the Mayor’s salary was set to 95% of the highest management salary. From 2002 to 2009 the Mayor’s salary increased by cost of living adjustments (COLA) only and did not increase with the highest management salary. 2010 through 2016 the Mayor’s salary remained the same annually; no COLA increases were provided. 2017 through current, the Mayor’s salary has been increased annually by the same COLA that was provided to non-represented employees. City Council approved a classification and compensation study (the study) in July 2021. As part of the Study the Mayor’s salary was reviewed and a proposed range was provided by the Consultants. FINDINGS/CONCLUSIONS: The City Council has determined that the salary of the Mayor should be adjusted commensurate with the responsibilities and efforts required and should be comparable to the compensation provided to full-time mayors in similarly sized communities, and to factor the effects of inflation and longevity. The City Council has stated that the Mayor’s salary should be increased for each consecutive term for which the Mayor is elected: A. Term 1, the Mayor shall receive a salary of $10,416.66 per month or $125,000.00 per year. B. Term 2, when elected for a second term the Mayor shall receive a salary of $11,666.66 per month or $140,000.00 per year. C. Term 3, when elected for a third term the Mayor shall receive a salary of $13,066.66 per month or $156,800.00 per year. D. Term 4, when elected for a fourth term and any term thereafter, the Mayor shall receive a salary of $14,634.66 per month or $175,616.00 per year. E. For each calendar year of service, the Mayor’s salary shall be adjusted by the same COLA that is provided to the non-represented employees. Any upward adjustments shall not exceed twelve percent (12%) of the Mayor’s salary applicable at the beginning of the Mayor’s current term in office. F. In addition to the salary set forth in this ordinance the Mayor shall receive full benefits entitled to the City’s non-represented full time employees RECOMMENDATION: Staff recommends that Council adopt an ordinance that implements the adjusted compensation structure for the elected position of Mayor of the City of Mount Vernon ATTACHED: Mayor’s Salary Ordinance
