CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES APRIL 20, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6:00 p.m. PRESENT: CMs Beaton, Brocksmith, Carías, Hudson, Hulst, Morales and Molenaar STAFF PRESENT: DS Director Phillips, Planning Manager Lowell and Project Development Manager Donovan, HR Director Keater CITIZENS PRESENT: 1 A. Approval of March 16, 2022 Meeting Minutes CM Hudson moved to approve the March 16, 2022 meeting minutes. Motion seconded by CM Carías. Motion carried 7-0. B. Project Updates – Planning Manager Rebecca Lowell Planning Manager Lowell presented project updates on the following: Mount Vernon School District and LaVenture Middle School Master Plans. C. BNSF Quiet Zone Update – Development Services Director Phillips As a follow-up to a request made by CM Carías, Development Services Director Phillips provided an update on BNSF Quiet Zone protocols and procedures. D. Critical Enhancement Project Update – Planning Manager Rebecca Lowell Planning Manager Lowell presented an update on Critical Areas maintained and monitored by the City and annual restorative planting efforts. E. Wayfinding Sign Project - Project Development Manager Donovan Project Development Manager Donovan presented a wayfinding sign standardization plan. The plan will update several different wayfinding signs within the City Limits to a standard brand. F. Class and Compensation Study Discussion Continued - HR Director Keater HR Director Keater led a robust Council discussion on Mayoral salary. Councilmembers respectfully discussed a variety of considerations that included: job duties, City Administrator/City Manager roles/responsibilities, front office support staff and other elected official community responsibilities. The Council decided on a Mayoral performance-based salary schedule that included annual COLA and present it to City Council at the next meeting for vote.
