Mayor Boudreau called the meeting to order at 6:00 p.m.
Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst,
Molenaar, and Morales
Staff Present: City Attorney Rogerson, Finance Director Volesky, Special Projects
Manager Donovan, Human Resources Director Keator, and
Development Services Director Groth

A. Executive Session: The meeting was adjourned into Executive Session at
6:00p.m. for a period of 30 minutes to discuss with legal counsel matters
relating to litigation or potential litigation to which the agency, the governing
body, or a member of acting in an official capacity is, or is likely to become a
party, when public knowledge regarding the discussion is likely to result in an
adverse legal of financial consequence to the agency pursuant to RCW
42.3.110(1) (i). And to discuss matters related to Collective Bargaining. The
Executive Session will conclude at 6:30 p.m. No action will be taken following
the session.
At 6:30 p.m. the Executive Session was extended for a period of ten minutes until
6:40 p.m.
The Executive Session concluded at 6:40 p.m.
The Study Session reconvened at 6:42 p.m.
B. Shoreline Master Program Update: Ms. Lowell provided an update of the
Shoreline Master Program.

C. Library Commons Project Update: Mayor Boudreau provided an update of the
Library Commons Project.
D. Permits and Projects Update: Ms. Lowell provided an update of Development
Services permits and projects.
E. Proposed Code Amendments: Ms. Lowell reviewed proposed Municipal Code
Amendments.
F. Hotel Feasibility Study: Mr. Groth discussed the benefits of having a Hotel
Feasibility completed by Core Distinction Group.
G. Discussion of HB1406 Grants: Mr. Donovan discussed the recommendations of
United Way of Skagit County Grant Committee for the distribution of the City’s
Affordable Housing Sales Tax Credit, also referred to as HB1406 funding.
H. Miscellaneous/For the Good of the Order: Mayor Boudreau and Council
discussed a letter of support for federal licensing of the Skagit Hydroelectric
Project, FERC Project No. 553-235.
The meeting was adjourned at 7:55 p.m.
