RECOMMENDATION: None ATTACHED: None  AGENDA ITEM: B DATE: March 8, 2022 TO: Mayor Boudreau and City Council FROM: William Bullock, P.E. - City Engineer SUBJECT: CONTRACT AWARD: HOAG/LAVENTURE IMPROVEMENTS PROJECT – AMENDMENT NO. 3 INTRODUCTION/BACKGROUND: The main objectives of this project are to signalize this intersection with protected left turn lanes on each leg, eliminate the sidewalk gaps leading to the intersection, upgrade all the ADA ramps and approaches, and rehabilitate the pavement. The signal improvement will increase capacity (from LOS E/F to LOS B) by allowing long queues to empty in a controlled fashion rather than cross one at a time. The City was awarded a $1.3 million Urban Arterial Program grant from Transportation Improvement Board (TIB) with a $348,000 City match. FINDINGS/CONCLUSIONS: Transpo Group is currently under contract for design services for this project which has now been bid for construction this summer. Staff recommends amending the current contract with Transpo Group to include construction management services (i.e. full time inspection, contractor administration, testing coordination, change orders, etc). The City has negotiated a scope and fee within the project budget for $142,818.03 with Transpo Group. RECOMMENDATION: Motion to authorize the Mayor to amend the contract with Transpo Group for construction management services on the Hoag/Laventure Intersection Improvements Project for an additional amount of $142,818.03 for a new contract amount not to exceed $407,563.03. FINDINGS/CONCLUSIONS: Nine bids were received on February 14, 2023, ranging in price from $757,366.43 to $1,195,733 with the low bid provided by Excavation West of Sedro Woolley. The bid provided by Excavation West was found to be responsive and prepared in accordance with the contract documents. The construction cost estimate for the project was $1,127,000 ($900,000 without contingency). RECOMMENDATION: Staff recommends Council award the construction bid for the Hoag/Laventure Intersection Improvements Project to Excavation West in the amount of $757,366.43. The 2023 Paving Program street segments associated with ramp improvements are: • E Division Street (Waugh Road to Big Lake Road) • Anderson Road (Old Hwy 99 to I-5 Bridge) • N 18th Street (W Fir Street to College Way) FINDINGS/CONCLUSIONS: Eleven bids were received on February 17, 2023, ranging in price from $430,458.50 to $716,639 with the low bid provided by Always Active Construction. The bid provided by Always Active Construction was found to be responsive and prepared in accordance with the contract documents. The construction cost estimate for the project was $547,345. RECOMMENDATION: Staff recommends Council award the construction bid for the2023 Curb Ramp Project to Always Active Construction in the amount of $430,458.50. The street segments selected for these improvements are: Arterial Streets • E Division Street (Waugh Road to Big Lake Road) • Anderson Road (Old Hwy 99 to I-5 Bridge) • N 18th Street (W Fir Street to College Way) Neighborhood Streets • E Fox Hill Street • N 35th Place • N 35th Street FINDINGS/CONCLUSIONS: Six bids were received on February 22, 2023, ranging in price from $1,620,556.48 to $1,995,356.20 with the low bid provided by Colacurcio Brothers of Blaine. The bid provided by Colacurcio was found to be responsive and prepared in accordance with the contract documents. The construction cost estimate for the project was $1,762,594. RECOMMENDATION: Staff recommends Council award the construction bid for the 2023 Paving Project to Colacurcio Brothers in the amount of $1,620,556.48. ATTACHED: Bid Tabulation Vicinity Map  AGENDA ITEM: F DATE: March 8, 2023 TO: Mayor Boudreau and City Council FROM: Peter Donovan, Special Projects Manager SUBJECT: CDBG AGREEMENT WITH HELPING HANDS FOOD BANK RECOMMENDED ACTION: Motion INTRODUCTION/BACKGROUND: A significant amount of the City’s CDBG-CV (COVID relief) funding was returned to the City by a subrecipient. This funding may be used to address the needs of residents impacted by COVID restrictions. FINDINGS/CONCLUSIONS: Helping Hands Food Bank provides a food delivery service for low-income seniors who, for a variety of reasons including reducing exposure to the COVID-19 virus, are safer staying home when possible. RECOMMENDATION: Staff recommends that Council authorize the Mayor to enter into this agreement with Helping Hands Food Bank to fund the food delivery activities described within.
