Public Works and Library Committee Minutes March 8, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff Present: Public Works Director Phillips, Engineering Manager Chesterfield, Capital Programs Manager Bullock, Library Director Huffman, City Attorney Rogerson, Special Project Manager Donovan, City Clerk Jensen, IS Director Thomas, Special Projects Manger Donovan, Finance Director Volesky, and Police Chief Cammock Citizens 3 1. Approval of February 8, 2023 minutes Councilmember Beaton moved to approve the February 8, 2023 committee minutes. Motion seconded by Councilmember Hudson. Motion carried 7-0. Public Works 2. Program Coordination Division a. Dan Shapiro from Brown and Caldwell presented the City’s draft 2023 Stormwater Management Program (SWMP); the draft SWMP is available on the City’s website. The City remains in compliance with the municipal stormwater permit. Public works will accept comments about this program until March 22, 2023. 3. Project Updates a. Public Works presented updates to the bid awards for the following projects:  Hoag/Laventure Improvement Project Construction Management - Transpo: $142,818 Mount Vernon City Council March 8, 2023 Page 2 of 2  Hoag/Laventure Improvement Project - Excavation West: $757,336  2023 Curb Ramp Program - Always Active Construction: $430,458  2023 Paving Program - Colacurcio Brothers: $1,620,000 All of these project bids came in at or below the engineers estimate and are being presented to Council this evening for permission to execute these contracts. 4. Public Works Director Updates a. Washington State Department of Transportation (WSDOT), NW Region Staff are exploring various alternatives for the SR 536 Bridge (Westside), with the WSDOT Bridge Group that consider the challenging right-of-way and bridge structural loading while incorporating the WA State Complete Streets programmatic. WSDOT NW Region Staff stated that once the Bridge Group determines which alternatives are structurally feasible, they will begin discussions with the City. b. Reviewed Transportation Benefit District signage for upcoming projects. Library 5. Library Commons Updates a. Update on the construction of the Mount Vernon Library Commons. included the discovery of a fourth fuel tank. In addition, the first concrete trucks have delivered to the site. b. Federal Grants, local grants, and the Capital Committee all made fundraising progress of the last month. c. General library updated included 4% Friday results, new gallery items, and program updates. 6.
