NOTICE OF SPECIAL MEETING Mount Vernon City Council PLEASE TAKE NOTICE that the Mount Vernon City Council will be holding a special meeting on Saturday, May 27, 2023, at 5:00 p.m. The meeting will be held in the Council Chambers of the Police/Court Campus, 1805 Continental Place, Mount Vernon, WA The purpose of this meeting is to discuss the items listed on the attached agenda. (required action – Resolution 1035) (staff contact – Doug Volesky) Next Resolution 1035 DATE: May 27, 2023 TO: Mayor Boudreau and City Council FROM: Doug Volesky, Finance Director SUBJECT: RESOLUTION TO AFFIRM OBLIGATED AMERICAN RESCUE PLAN ACT FUNDING RECOMMENDED ACTION: City staff is requesting Council to approve Resolution 1035, affirming obligated American Rescue Plan Act Funding. INTRODUCTION/BACKGROUND: The 2023 Budget includes appropriations of $5,043,406 for the American Rescue Plan Act Fund (F121). This includes funding for the Library Commons Project, facility HVAC systems, computer equipment and software, as well as salary and benefits for COVID related staff. FINDINGS/CONCLUSIONS: The City is requesting that Council affirm the commitment of obligated ARPA funding that is included in the 2023 City Budget. RECOMMENDATION: City staff is requesting Council to approve Resolution 1035, affirming obligated American Rescue Plan Act Funding. ATTACHED: Resolution 1035. RESOLUTION NO: 1035 A RESOLUTION BY THE CITY OF MOUNT VERNON, WASHINGTON AFFIRMING COMMITMENT OF AMERICAN RESCUE PLAN ACT FUNDS (ARPA) IN THE CITY OF MOUNT VERNON’S 2023 ANNUAL BUDGET Whereas, the Mount Vernon City Council adopted the 2023 annual budget on November 9th, 2022, pursuant to Ordinance No. 3859; and Whereas, the Mount Vernon Library Commons Project is a public works project of the City constructing necessary and needed transportation infrastructure and replacing obsolete library facilities both of which are urgently needed; Whereas, the City has committed in its 2023 budget ARPA fund to assist in funding the Library Commons Project which can be found in Council’s Preliminary Budget, page 31. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MOUNT VERNON: 1. That the City Council hereby incorporates the above recitals as if set forth fully herein 2. That the City Council formally finds and reaffirms that the 2023 adopted budget of the City of Mount Vernon includes commitment of the following funds: i. ARPA (F121) - $5,043,406 3. That the City Council authorizes the Mayor or his or her designee to provide all information including but not limited to this Resolution to the necessary federal agencies in order to establish that the City has lawfully committed the ARPA funds identified herein.
