Finance & Parks and Enrichment Services Committee Minutes May 24, 2023 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Boudreau Councilmembers: Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff Present: Finance Director Volesky, Parks and Enrichment Services Director Berner, City Attorney Rogerson, and City Clerk Jensen, Citizens 2 1. Approval of April 26, 2023 Minutes Councilmember Brocksmith to approve the April 26, 2023 committee minutes. Motion seconded by Councilmember Carias. Motion carried 6-0. 2. Parks & Enrichment Services  PROS Plan Update: Topics of the May Athletic Field User Focus Group Meeting were league growth and field shortages. Availability and reservations of School District and County playfields and ideas to improve the process as well as field expansion options were discussed. An Open House Workshop to discuss proposed improvements to parks occurred on May 17th. Topics included connectivity of trails and parks, safety, field capacity expansion, plans for Bonnie Rae Park, Sherman Anderson Park, and the Bakerview Dog Park. 3. Finance  Gambling Tax Discussion: Mr. Volesky discussed Local Taxation of Gambling. Current State Law that asserts the maximum rates at which cities may tax gambling activities was presented. The City currently imposes a rate of 4% of gross receipts directly Finance & Parks and Enrichment Services May 24, 2023 Page 2 of 2 from the operations of pull-tab activity. Comparisons to area cities and taxing options were presented.  Mount Vernon Library Commons (MVLC) Budget: Mr. Volesky gave an update on the overall committed funding for the MVLC project. The project is currently short by about $2.8M. Potential funding opportunities were discussed. Approximately $12.4M in expenses have been paid to date for this $53.4M project.  2022 Revenue Update: Mr. Volesky reviewed 2023 Sales Tax and REET revenue collection and presented the 2022 revenue figures. 4.
