Mayor Boudreau called the meeting to order at 7:01 p.m.

A. Approval of Street Closure Request – Kulshan Street Fairs: Ms. Berner
requested approval of a request to close a portion of N. 26th Street and
a portion of Kulshan Avenue for the Kulshan Street Fairs on June 24th
and August 12th .
Councilmember Morales moved to approve the street
closure request for the Kulshan Street Fairs. Motion
seconded by Councilmember Molenaar. Motion
carried 6-0.
B. Approval of Collective Bargaining Agreement (CBA) – Non-
Commissioned Police Guild: Ms. Keator requested approval of the 2023-
2025 Non-Commissioned Police Guild CBA.

Councilmember Hulst moved to approve the 2023-
2025 Non-Commissioned Police Guild CBA. Motion
seconded by Councilmember Morales. Motion carried
6-0.
C. Executive Session: The meeting convened into Executive Session at
7:18 for a period of 10 minutes to discuss with legal counsel matters
related to consider the selection of a site or the acquisition of real estate
by lease or purchase when public knowledge regarding such
consideration would cause a likelihood of increased price pursuant to
RCW 42.30.110 (1)(b). No action will take place following the session.
The meeting reconvened and adjourned at 7:28 p.m.

SUBJECT: STREET CLOSURE REQUEST - KULSHAN STREET FAIR
RECOMMENDED ACTION:
Staff recommends Council approve the Street Closure Request for Saturday June 24th and Saturday
August 12th.
INTRODUCTION/BACKGROUND:
Officer Edgar Serrano would like to facilitate a neighborhood festival hosted by the Kulshan Creek
Apartment managers and the Kulshan Creek Neighborhood Station and invite all nearby residents to
socialize throughout the neighborhood and establish a greater sense of community and ownership.
FINDINGS/CONCLUSIONS:
For the safety of the neighborhood, the request is to close the 1300 block of N 26th Street and the 2500
block of Kulshan Avenue from 5:00am to 5:00pm on Saturday June 24th and Saturday August 12th.
Officer Serrano will be onsite during the entire event and will be available to open the streets should
emergency access be needed.
RECOMMENDATION:
Staff recommends Council approve the closure of the 1300 block of N 26th Street and the 2500 block of
Kulshan Avenue from 5:00am to 5:00pm on Saturday June 24th and Saturday August 12th.

SUBJECT: NON-COMMISSIONED POLICE GUILD COLLECTIVE BARGAINING AGREEMENT
RECOMMENDED ACTION:
Staff recommends that Council authorize the Mayor to sign the Non-Commissioned Police Guild
collective bargaining agreement for January 1, 2023 through December 31, 2025.
INTRODUCTION/BACKGROUND:
The Non-Commissioned Police Guild collective bargaining agreement expired on December 31, 2022.
The City and Guild began contract negotiations in March of 2023 and reached a tentative agreement for
a three year contract in April of 2023. The Guild voted to approve the agreement on May 8, 2023.
FINDINGS/CONCLUSIONS:
Cost of Living Adjustments
• January 1, 2023 3.25%
• July 1, 2023 3%
• January 1, 2024 CPI-W June 2.5% to 3.5%
• January 1, 2025 CPI-W June 2.5% to 3.5%
Deferred Comp
• 2023 .5% (Effective after Council approves CBA)
• 2024 .5%
• 2025 1%
Bilingual Pay
• 4% (currently there are no bilingual employees in the NCP Guild)
Field Training Officer (FTO) Pay
• 1% - This was added to compensate the Community Service Officer for the additional duties they
undertake when training newly hired police officers pre-academy. A policy is being written that will
outline the FTO’s obligations during the training periods. The 1% would only be applied to actual training
hours.
Sick Leave
• Increased sick leave to 8.5 hours per month accrual – cap remains the same (effective following
ratification)
Longevity
• Increased longevity to be in alignment with our comparables
10 years $60 / month (increased $15)
15 years $90 / month (Increased $20)
20 years $120 / month (increased $25)
25 years $150 / month (increased $30)
Outreach Specialist Uniforms
• Added language to the CBA that states what uniform equipment we are providing to the IOS
positions.
Cost of implementation for 2023: $58,956
RECOMMENDATION:
Staff recommends that Council authorize the Mayor to sign the Non-Commissioned Police Guild
collective bargaining agreement for January 1, 2023 through December 31, 2025.
