Councilmember Hudson called the meeting to order at 6:00 p.m.

Staff Present: City Attorney Rogerson, Special Projects Manager
Donovan, and City Clerk Jensen, Code Enforcement Officer
Marker, and Human Resources Director Keator

1. Approval of April 19, 2023 minutes
Councilmember Morales moved to approve the
April 19, 2023 minutes. Motion seconded by
Councilmember Hulst. Motion carried 5-0
2. Best Western, College Way: Mayor Boudreau briefly discussed
opportunities for this site that included affordable housing goals.
Council requested continued conversation with court appointed
receivership.
3. Blake Decision: Mr. Rogerson provided an update on the Blake
Decision, which addresses drug possession and public drug use. The
“Blake Fix”, Senate Bill 5536 becomes effective July 1st. and makes
knowing possession or use of a controlled or counterfeit substance a
gross misdemeanor and knowing possession or use of a legend drug
without a prescription a misdemeanor. Penalties, court options,
including referral, diversion, treatment, and other services were
discussed.
4. Miscellaneous/For the good of the order
Mayor Boudreau provided an update of the Development
Services Department.

Mayor Boudreau discussed barbed wire fence regulations and
code enforcement actions as well as policies and potential code
updates. Code enforcement actions will be paused until code
revisions are addressed.
Councilmember Brocksmith spoke about a property purchase
by Community Action and 1590 funding. A representative from
Community Action will be invited to speak at a future
Development Services Committee meeting about the purchase
and to provide an update of Cascade Landing.
5. Executive Session: The meeting convened into Executive Session at
6:45 pm for a period of 15 minutes to discuss with legal counsel
matters related to agency enforcement actions, litigation or potential
litigation to which the City, the governing body, or a member acting
in an official capacity is, or is likely to become, a party, when public
knowledge regarding the discussion is likely to result in an adverse
legal or financial consequence to the City pursuant to RCW
42.30.110(1)(i). And to discuss matters related to Collective
Bargaining. No action will be taken following the session.
The meeting was adjourned at 7:00 p.m.
