City of Mount Vernon City Council Workshop Minutes February 23, 2024 Police Court Campus, 1805 Continental Place The workshop began at 9:00 a.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff Present: City Attorney Rogerson, Parks and Enrichment Services Director Berner, and Development Services Director Pratschner Citizens: 2 1. Mount Vernon Library Commons Tour: The group toured the Mount Vernon Library Commons facility. 2. Housing Tour Density Tour: The group visited several areas around the city and discussed various types of housing density options. 3. 15901 RFP Process: Discussion of the draft Request For Proposals for the 2024 City Sales Tax Funds for Affordable Housing. Council discussed the importance of a fair and transparent process. Determined that the draft RFP would be further refined following Council committee discussions. 4. Downtown Subarea: Discussion of the downtown vision, goals, and policies outlined in the 2016 Comprehensive Plan and the 2008 Waterfront Master Plan. They also reviewed the sections of the Municipal Code that implement the existing Comprehensive and Master Plans visions, goals, and policies as well as the Growth Management Act regulatory review of the subarea planning process. 5. Parks: Discussion of the current status of city parks, the maintenance requirements and obstacles, and funding options. Funding options include, amending user fees and charges, utilizing Real Estate Excise Taxes, General Obligation Bonds, General Levy Lid lifts, Metropolitan Park Districts, and creating a Metropolitan Park District.
