Development Services Committee Minutes February 21, 2024 Police Court Campus, 1805 Continental Place Councilmember Brocksmith called the meeting to order at 6:01 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Hudson, Molenaar, Tercero and Vander Stoep Staff: City Attorney Rogerson, Senior Planner Lowell, and City Clerk Jensen Citizens: 3 1. Approval of November 15, 2023 and October 18, 2023 minutes Councilmember Tercero moved to approve the November 15, 2023 committee minutes. Motion seconded by Councilmember Beaton. Motion carried 6-0. 2. Development Services Monthly Report:  Ms. Lowell reviewed the Development Services Department monthly statistics including permit submittals, revenue, division metrics, and code enforcement.  GIS Division: Cartegraph, an asset management software tool was discussed. GIS and Police staff have deployed graffiti tracking software. Staff is working with the Fire Department on pre-incident planning to provide on-scene information.  Several staff will be attending an upcoming building code conference.  There was a brief discussion about tracking residence permits and where they fall into the Growth Management Act defined housing need categories.  Ms. Lowell provided updates on several current building improvements. Potential emergency ordinance and EHB 1337 (ADUs): Mr. Rogerson addressed recent state mandates with regard to Accessory Dwelling Units (ADU), the City’s current regulations and the process to align the two. He discussed a possible interim emergency ordinance and the timing of Comprehensive Plan updates. Ms. Lowell reviewed the City’s current regulations and the thirteen changes made by the State via HB1337. Council and staff engaged in a discussion addressing an emergency ordinance, new ADU mandates, the process and timeline for making the updates, and the impacts on staff. 4. City Council Retreat: Mayor Donovan reviewed the proposed agenda for the February 24, 2024 City Council Retreat. Public access was discussed. The meeting recessed at 7:25 p.m.; the meeting reconvened at 7:31 p.m. 5. Executive Session: The meeting adjourned into executive session at 7:31 p.m. for a period of fifteen minutes to discuss with legal counsel matters relating to agency enforcement actions, litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency pursuant to RCW 42.30.110(1)(i). No action will be taken following the session. The meeting reconvened at 7:46 p.m. 6. Miscellaneous:  Councilmember Brocksmith requested an update of New Earth Recovery. Mayor Donovan stated that a representative from New Earth Recovery will attend the March 13th City Council meeting to provide an update of the organization.  There was a brief discussion of the sale of the Casa Grande apartments and eviction regulations.
