City of Mount Vernon City Council Meeting Minutes March 27, 2024 Police Court Campus, 1805 Continental Place Mayor Donovan called the meeting to order at 7:06 p.m. Councilmembers Present: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff Present: City Attorney Rogerson, Finance Director Volesky, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, Public Works Director Phillips, IT Director Thomas, Police Chief Cammock, Fire Chief Brice, Development Services Director Pratschner, and City Clerk Jensen Citizens: 12 APROVAL OF AGENDA The agenda was approved as presented. COMMUNITY COMMENTS  Ed Johnson, Mount Vernon resident, spoke about cyber security, homeownership, undocumented people, Kiwanis Salmon BBQ, and an upcoming American Legion event.  Marian Myers, Mount Vernon resident, spoke about Cedar Heights stormwater drainage concerns. CONSENT AGENDA A. Approval of March 13 , 2024, Regular Council Meeting minutes B. Approval of March 20, 2024, payroll checks numbered 112410 – 112420, direct deposit checks numbered 99264 - 99518, and wire transfers numbered 1315 - 1319 in the amount of $1,434,052.89 Mount Vernon City Council March 27, 2024 Page 2 of 4 C. Approval of March 27, 2024 Claims numbered 25229 - 25376 in the amount of $4,153,900.12 Councilmember Hudson moved to approve Consent Agenda Items A - C. Motion seconded by Councilmember Molenaar. Motion carried 7- 0. REPORTS A. Committees 1. Finance & Parks and Enrichment Services – see committee minutes for details. 2. Development Services - see committee minutes for details B. Councilmember Comments  Councilmember Beaton provided a summary of the recent Ward 3 meeting.  Councilmember Brocksmith invited the community to the Kiwanis Salmon BBQ taking place during April. C. Mayor’s Report  Mount Vernon Library Commons Construction Update  The next Mayor’s Coffee Hour will take place April 13th from 10:30 am to 11:30 am at the Mount Vernon Library. D. Committee Agenda Requests  Councilmember Vander Stoep requested a review of Chapter 8.60 of the Municipal Code, a 1590 funding discussion, a review of the ADU ordinance related to parking, and a discussion regarding property tax banked capacity. NEW BUSINESS A. Presentation – 2024 Tulip Festival: Skagit Valley Tulip Festival Executive Director Nichole Roozen presented the 2024 Tulip Festival poster. She spoke about the festival’s economic impact, community collaboration, and global representation, then provided a preview of festival activities. B. Presentation – Skagit County and Skagit County Drainage & Irrigation Consortium Update: Jenna Friebel Executive Director of the Drainage & Irrigation Districts Consortium, Will Honea Skagit County Chief Civil Attorney, and Daryl Hamburg from Skagit County Dike District 17 provided a status of the Seattle City Light FERC draft license application as it pertains to flood storage in Skagit County. Mount Vernon City Council March 27, 2024 Page 3 of 4 C. Public Hearing and Approval of Ordinance – Comprehensive Plan Update: Ms. Berner requested approval of the 2024 Parks and Recreation Element of the Comprehensive Plan that includes Parks, Recreation and Open Space (PROS) Plan with Ordinance 3888. Mayor Donovan opened the public hearing. Hearing no comments, Mayor Donovan closed the public hearing. Councilmember Vander Stoep moved to update the PROS Plan and update the Parks and Recreation Element of the Comprehensive Plan with adoption of Ordinance 3888. Motion seconded by Councilmember Beaton. Motion carried 7-0. D. Approval of Agreement – Transpo Group: Mr. Phillips requested approval of an agreement with Transpo Group for the design of the LaVenture Road Widening Project. Councilmember Carías moved to approve the agreement with Transpo Group for the design of the LaVenture Road Widening Project in the amount of $293,477.18. Motion seconded by Councilmember Molenaar. Motion carried 7-0. E. Approval of Agreement – David Evans and Associates: Mr. Phillips requested approval of an agreement with David Evans and Associates to provide a 30% design of the Blackburn Extension Project. Councilmember Tercero moved to approve an agreement with David Evans and Associates for a 30% design of the Blackburn Extension Project in the amount of $295,136. Motion seconded by Councilmember Beaton. Motion carried 7-0. F. Miscellaneous: Ms. Berner Jennifer shared a video celebrating 100 years of Hillcrest Park. G. EXECUTIVE SESSION The meeting adjourned into executive session at 8:55 p.m. for a period of ten minutes to discuss with legal matters relating to agency enforcement actions, litigation or potential litigation to which the Mount Vernon City Council March 27, 2024 Page 4 of 4 agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency pursuant to RCW 42.30.110(1)(i).
