Finance & Parks and Enrichment Services Committee Minutes March 27, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías Hudson, Tercero, and Vander Stoep Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, IT Director Thomas, Operations Manager Corcoran, and City Clerk Jensen Citizens 7 1. Approval of February 28, 2024 Minutes Councilmember Vander Stoep moved to approve the February 28, 2024 committee minutes. Motion seconded by Councilmember Carías. Motion carried 7-0. 2. Finance  Mr. Volesky provided a financial update of the Mount Vernon Library Commons Project, the Buy America waiver, and the TIFIA federal loan process.  2023 revenue and expense totals compared to the 2023 Budget were reviewed; 2024 Sales tax revenues were also reviewed. 3. Administration  Mr. Sexton presented the 2024-2025 Community Development Block Grant (CDBG) Action Plan and provided responses to specific questions previously asked about the Neighbors In Need and Welcome Home Skagit applications. There was a brief discussion about reporting requirements. Council expressed their preferences for the distribution of the Public Services funding. Finance & Parks and Enrichment Services March 27, 2024 Page 2 of 2 4. Parks and Enrichment Services Park Projects/Grants Update  Staff and the Arts Commission are working with Leadership Skagit on their 2024 Class project to install a sign at Valley of Our Spirits. Members of the Leadership Skagit spoke about the project plans and provided a rendition of the sign.  The Parks, Recreation, and Open Space (PROS) plan was reviewed. Chapters 6 and 7 have been updated; changes will be presented at the public hearing tonight.  RCO Deferred Maintenance, RCO Community Outdoor Athletic Facilities, and the Hillcrest Park Playground grants status were reviewed. Pre-application for Skagit Park Grant – outdoor athletic facilities. Hillcrest park grant pros plan required.  Mr. Corcoran provided an update of the Hillcrest Park soccer field project. 5. Miscellaneous  Mayor Donovan informed Council that Community Action of Skagit County requests a letter of support for federal funding for their agency. The consensus of council is to submit a letter of support.  Council discussed change of location for the Development Services Committee and including non-council attendees to participate in the meeting.
