City of Mount Vernon City Council Meeting Minutes September 25, 2024 Police Court Campus, 1805 Continental Place Mayor Donovan called the meeting to order at 7:00 p.m. Present Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff Present: Public Works Director Phillips, Special Projects Manager Sexton, Human Resources Director Keator, Parks and Enrichment Services Director Berner, Library Director Huffman, IT Director Thomas, Police Chief Christman, City Clerk Jensen, Assistant Fire Chief Harris Citizens: 12 APROVAL OF AGENDA The agenda was approved as presented. COMMUNITY COMMENTS  Arthur Gollegos, Mount Vernon resident, spoke about an experience with Crawford Garage Door, and a subsequent 911 call.  Alfredo Juarez, Sedro-Woolley resident, spoke about the U.S. H2A program and Casa Grande Apartments.  Lisa Ellis, Mount Vernon resident, spoke about the U.S. H2A program and Casa Grande Apartments.  Christine Kohnert, Mount Vernon resident, spoke about the sale of the Casa Grande Apartment building.  Grace Cole, Mount Vernon resident, spoke about bicycle lanes and cyclist safety. Approval of September 20, 2024 Payroll checks numbered 112692 – 112708 direct deposit checks numbered 102477 - 102749, and wire transfers numbered 1374 - 1378 in the amount of $1,626,758.98 C. Approval of September 25, 2024, Claims numbered 27313 - 27485 in the amount of $3,519,510.68 Councilmember Beaton moved to approve Consent Agenda Items A – C. Motion seconded by Councilmember Molenaar. Motion passed 7-0. REPORTS A. Committees 1. Finance & Parks and Enrichment Services– see committee minutes for details 2. Development Services – see committee minutes for details B. Councilmember Comments  Councilmember Hudson spoke about the H2A program and sale of Casa Grande Apartment concerns addressed during public comments. C. Mayor’s Report  Mount Vernon Library Commons construction update and open house details were shared. D. Committee Agenda Requests  none NEW BUSINESS A. Approval of Agreement – ACCO Engineered Systems: Mr. Phillips requested approval of an agreement with ACCO Engineered Systems for the removal and replacement of HVAC rooftop units at the Police Court Campus. Councilmember Beaton moved to approve an Agreement with ACCO Engineered Systems for removal and replacement of HVAC rooftop units in the amount of $121,037.68. Motion seconded by Councilmember Hudson. Motion passed 7-0. B. Approval of Resolution – Fee Schedule: Mr. Huffman requested approval of Resolution 1059 adopting the fee schedule for the use of the conference room and kitchen at the Mount Vernon Library Mount Vernon City Council September 25, 2024 Page 3 of 3 Commons. Councilmember Hudson moved to approve Resolution 1059 setting the fee schedule for the conference room and kitchen at the Mount Vernon Library Commons. Motion seconded by Councilmember Carías. Motion passed 7-0. C. Approval of Resolution – 1590 Grant Awards: Mr. Sexton requested approval of Resolution 1060 allocating 1590 Affordable Housing Sales Tax funding as previously discussed by Council. Councilmember Tercero moved to approve Resolution 1060 approving the allocation of 1590 funds as amended, removing Section 2. Motion seconded by Councilmember Hudson. Motion passed 7-0. ADJOURNMENT Next Ordinance 3897 Next Resolution 1059 NEW BUSINESS ITEM: A DATE: September 25, 2024 TO: Mayor Donovan and City Council FROM: Chris Phillips – Public Works Director SUBJECT: BID AWARD: MOUNT VERNON POLICE COURT CAMPUS HVAC EQUIPMENT REMOVAL AND REPLACEMENT 2024 RECOMMENDED ACTION: City Staff recommends City Council authorize the Mayor to enter into agreement with ACCO Engineered Systems in the amount $121,037.68 for the Mount Vernon Police Court Campus HVAC Equipment Removal and Replacement 2024. INTRODUCTION/BACKGROUND: This ARPA funded project will replace the final two HVAC rooftop units updating this aging facilities HVAC system to state of the art, energy efficient sustainable system. FINDINGS/CONCLUSIONS: City Staff recommends entering into the agreement with ACCO Engineered Systems. RECOMMENDATION: City Staff recommends City Council authorize the Mayor to enter into agreement with ACCO Engineered Systems in the amount $121,037.68 for the Mount Vernon Police Court Campus HVAC Equipment Removal and Replacement 2024. ATTACHED: Contract Documents NEW BUSINESS ITEM: B DATE: September 25, 2024 TO: Peter Donovan and City Council FROM: Isaac Huffman, Library Director SUBJECT: FEE SCHEDULE RECOMMENDED ACTION: Staff recommends the adoption of a resolution to establish a fee schedule for the Mount Vernon Library Commons INTRODUCTION/BACKGROUND: The Mount Vernon Library Commons has a conference center that can seat up to 400 people. Therefore, the Library is asking the council to adopt a resolution to establish a fee schedule for the new library commons. These rates are more than Hillcrest Lodge but less than other area rentals. The Library intends to operate the facility to support economic development, community gatherings, and city programming. FINDINGS/CONCLUSIONS: A resolution is required to begin to rent the space to the public. The Library will operate the facility using the new rates and return to the council in 6 months with any recommendations about rate changes. RECOMMENDATION: Staff recommends the adoption of a resolution to establish a fee schedule for the Mount Vernon Library Commons ATTACHED: Resolution Exhibit 1: Fee Schedule NEW BUSINESS ITEM: C DATE: September 25, 2024 TO: City Council FROM: Steve Sexton, Special Projects Manager SUBJECT: 1590 GRANT AWARDS RECOMMENDED ACTION: A Resolution: Staff recommends that Council finalize and approve award allocations for the City’s 1590 Affordable Housing Sales Tax Grant applicants. INTRODUCTION/BACKGROUND: The Affordable Housing Sales Tax rebate is sales tax revenue that was generated in the city, and is returned to the City, by the State, for the purpose of the construction, maintenance, and operation of new affordable housing units and to provde support to homeless services. Mount Vernon City Council has determined that the City will utilize a competitive grant application process to identify and prioritize agencies with projects that comply with the prescribed uses of this funding. FINDINGS/CONCLUSIONS: The City’s cumulative Affordable Housing Sales Tax rebate collections for the past two years is approximately $2.19 million. The City received applications for projects totaling approximately $2.7 million in request. City Council has discussed process and proposed allocations in a number of past public meetings. RECOMMENDATION: Staff recommends Council adopt a resolution to award specific amounts of the City’s Affordable Housing Sales Tax funding (1590 funds) to any number of the applying agencies.
