Councilmember Brocksmith called the meeting to order at 5:01 p.m.

1. Approval of August 21, 2024 committee minutes
Councilmember Beaton moved to approve the
August 21, 2024 committee minutes. Motion
seconded by Councilmember Tercero. Motion
passed 6-0.
2. Project Manager Boudreau provided an overview of the upcoming ribbon
cutting ceremony for the Mount Vernon Library Commons.

3. Joint Discussions with Planning Commission
a. Land Capacity Analysis. – Otak staff was present to discuss with
Council the Housing Element of the Comprehensive Plan, including the
housing needs assessment, requirements, and land capacity analysis.

Also discussed was an overview of the process, land use, accessory
dwelling unit requirements, lot size requirements, buildable lands, and
impact fees. Upcoming discussions will include economic vitality.
b. Draft Public Participation Plan – HB 1181. Legislative requirements
were reviewed. Community engagement plans were discussed.
Suggested forms of outreach include visual and interactive options,
online polls, use of QR codes, bilingual documents, interpreters at
meetings, online open house, partnering with other groups, agencies
and businesses, and more.
City of Mount Vernon Master Plan: Downtown and Waterfront Plan -
The most recent plan was completed in 2008 is meant to provide up to
20 years of development guidance for public and private investment,
re-development of parcels and buildings, new construction,
infrastructure, etc. Implementation strategies include the Downtown
Floodwall, Parking Garage, design standards, and mixed uses.
A proposed planned action area, process, and budget were discussed.
The planned action can be put into place with adoption of an ordinance
and will assist developers with investment decisions.
c. County Wide Planning Policies Planning Commission Recommendations
Ms. Pratschner reviewed the previously discussed recommendations in
section 1.8 and 1.9 Urban Policies, 4.2 Housing Policy, and general
policy items. Council supports recommendations; a resolution
incorporating the recommendations will be presented for approval at
an upcoming regular city council meeting.
d. Manufactured Home Park Zoning Overlays: Comprehensive Plan policy
Preservation of Mobile Home parks, Municipal Code Chapter 17.39
Manufacture Home Park District allowed uses, Countywide Planning
Policies mobile home park section, and SB 5198 were reviewed.
Concerns about space rent in mobile home parks, current zoning and
possible solutions were discussed.
e. Budget Amendment: Ms. Pratschner proposed changing a currently
unfilled full-time Associate Planner position to an Engineering
Technician and adding a half-time Associate Planner to gain efficiencies
in the department. This change would result in an additional expense
to the 2024 budget in the amount of $31,903.
