City of Mount Vernon Special City Council Meeting Minutes November 21, 2024 Police Court Campus, 1805 Continental Place Mayor Donovan called the meeting to order at 5:01 p.m. Present Mayor Donovan Councilmembers: Beaton, Molenaar, Tercero, and Vander Stoep (via Zoom) Staff Present: City Attorney Rogerson, Finance Director Volesky, Project Manager Sexton, Assistant Fire Chief Harris, and City Clerk Jensen Citizens Present: 1. Approval of Agenda The agenda was approved as presented 2. Public Comment none 3. Public Hearing and Approval of Ordinance – 2025 Property Tax Levy Mr. Volesky discussed the City’s projected 2025 revenue. He explained the formula used to calculate the property tax levy and discussed the sales tax rate, collection and distribution and requested approval of Ordinance 3900. A more detailed presentation may be accessed via the November 6, 2024 presentation available on the City’s YouTube channel Mayor Donovan opened the public hearing. Hearing no comments Mayor Donovan closed the public hearing. Mount Vernon City Council November 21, 2024 Page 2 of 2 Councilmember Tercero moved to approve Ordinance 3900 setting the 2025 Property Tax Levy. Motion seconded by Councilmember Molenaar. Motion passed 4-0. 4. Approval of Resolution – Set Electric Vehicle Charging Rates Mr. Phillips requested approval of Resolution 1064 setting the per kilowatt hour rates for electric vehicle charging. Councilmember Beaton moved to approve the Resolution 1064 setting the electrical vehicle charging rates. Motion seconded by Councilmember Molenaar.
