COMMUNITY COMMENTS  Jim Satcher, Mount Vernon resident, spoke about ponds and tree removal on Landmark Drive.  Tyler Jones, Mount Vernon resident, spoke on behalf of a group of residents, about property owned by the Mount Vernon School District, trees, and housing. Public Works and Library – see committee minutes for details B. Councilmember Comments  Councilmember Molenaar spoke about the Christmas parade. C. Mayor’s Report  2025 – 2026 Comprehensive Plan Update Open House will take place Saturday, December 14th at the Mount Vernon Library Commons beginning at 1:00 p.m.  Pack a Patrol Car toy drive on December 7th was very successful.  The Downtown Holiday parade took place December 8th with a record-breaking number of entrants.  Mayor’s Coffee Hour will be held December 17th from 10-11 a.m. at COA Mexican Eatery. D. Committee Agenda Requests  none NEW BUSINESS A. Arts Commission Member Appointments: Ms. Berner requested approval of the appointments of Hannah Oliver and Kathy Roche-Zujko to the Mount Vernon City Council December 11, 2024 Page 3 of 5 Arts Commission. Councilmember Tercero moved to approve the appointments of Hannah Oliver and Kathy Roche- Zujko to the Arts Commission. Motion seconded by Councilmember Carias. Motion passed 6-0. Mayor Donovan performed the swearing in of Ms. Oliver and Ms. Roche- Zujko. B. Approval of Agreement Amendment – Daniel Salas: Ms. Berner requested approval of a residential rental agreement with Daniel Salas for property located at 3011 E. Fir Street. Councilmember Beaton moved to approve a residential rental agreement with Daniel Salas in the amount of $475 per month. Motion seconded by Councilmember Molenaar. Motion passed 6-0. C. Approval of Agreement – Western Display Fireworks: Ms. Berner requested approval of an agreement with Western Display Fireworks to provide fireworks and pyrotechnics for the 2025 4th of July fireworks show. Councilmember Tercero moved to an approve an agreement with Western Display Fireworks to provide fireworks and pyrotechnics for the 2025 4th of July fireworks show in the amount of $19,250. Motion seconded by Councilmember Molenaar. Motion passed 6-0. D. Approval of Agreement Amendment – King Technologies: Mr. Reinart requested approval of an amendment to agreement 4452 with King Technologies, PLLC to extend the term of the project for the Americans with Disabilities Act Transition Plan Update. Councilmember Molenaar moved to an amendment to agreement 4452 with King Technologies, PLLC to extend the term of the project for the Americans with Disabilities Action Transition Plan Update. Motion seconded by Councilmember Beaton. Motion passed 6-0. E. Approval of Ordinance – 2024 Budget Amendment: Mr. Volesky reviewed amendments to the 2024 City Budget and requested approval of the amendments with Ordinance 3903. Mount Vernon City Council December 11, 2024 Page 4 of 5 Councilmember Molenaar moved to approve the amendments to the 2024 City Budget with Ordinance 3903. Motion seconded by Councilmember Hudson. Motion passed 6-0. F. Approval of Ordinance – Interfund Loan: Mr. Volesky requested approval of an interfund loan from the Equipment Rental Fund to the Fire Capital Projects Fund for Capital Projects financing with Ordinance 3904. Councilmember Hudson moved to approve the Interfund loan from the Equipment Rental Fund to the Fire Capital Projects Fund in the amount of $900,000 with Ordinance 3904. Motion seconded by Councilmember Carias. Motion passed 6-0. G. Approval of Agreement – KA General Construction Contractor, LLC: Mr. Phillips requested approval of an agreement with K-A General Construction Contractor, LLC for the Stokely Tower Recoat Project 2024- ITB-015. Councilmember Beaton moved to an approve an agreement with K-A General Construction Contractor, LLC for the Stokely Tower Recoat Project 2024-ITB-015 in the amount of $522,673.14. Motion seconded by Councilmember Molenaar. Motion passed 6-0. H. Approval of Ordinance – Mount Vernon Christian School Rezone, PLAN 23-0314: Ms. Pratschner requested approval of the Mount Vernon Christian School Rezone, PLAN23-0314, making the southern portion of the site consistent with the remainder of the site, with Ordinance 3905 Mr. Rogerson asked Council a series of questions about the appearance of fairness doctrine related to the rezone, master plan, and traffic concurrency submitted by Mount Vernon Christian School. Mayor Donovan opened the closed record public hearing. Hearing no comments, Mayor Donovan closed the public hearing. Councilmember Beaton moved to approve the Mount Vernon Christian School Rezone, PLAN23-0314 with Ordinance 3905. Motion seconded by Councilmember Hudson. Approval of Resolution – Mount Vernon Christian School Master Plan, PLAN23-0314 and Traffic Concurrency, ENG23-0128: Ms. Pratschner requested approval of the Mount Vernon Christian School Master Plan, PLAN23-0314 and Traffic Concurrency, ENG23-0128 with Resolution 1065 Mayor Donovan opened the closed record public hearing. Hearing no comments, Mayor Donovan closed the public hearing. Councilmember Hudson moved to approve the Mount Vernon Christian School Master Plan, PLAN23-0314 and Traffic Concurrency, ENG 23-0128 with Resolution 1065. Motion seconded by Councilmember Molenaar. Motion passed 6-0. J. Approval of Resolution – Public Participation Plan: Ms. Pratschner requested approval of the Public Participation Plan to broadly define public engagement strategies and the 2025 to 2045 Comprehensive Plan Schedule with Resolution 1066. Councilmember Molenaar moved to approve the Public Participation Plan to broadly define public engagement strategies and the 2025 to 2045 Comprehensive Plan Schedule with Resolution 1065. Motion seconded by Councilmember Tercero. Motion passed 6-0. EXECUTIVE SESSION The meeting convened into Executive Session at 8:21 p.m. for a period of fifteen minutes to discuss with legal counsel matters relating to discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency pursuant to RCW 42.30.110 (1)(i).
