City of Mount Vernon City Council Meeting Minutes June 25, 2025 Police Court Campus, 1805 Continental Place Mayor Donovan called the meeting to order at 7:01 p.m. Present Councilmembers: Beaton, Brocksmith, Hudson, Tercero, and Vander Stoep Absent: Carías and Molenaar (excused) Staff Present: Special Projects Manager Sexton, Finance Director Volesky, City Attorney Rogerson, IT Director Thomas, Public Works Director Phillips, Library Director Huffman, HR Director Keator, Police Chief Christman, Capital Programs Manager Reinart, Senior Planner Manville-Ailles, City Clerk Jensen Citizens: 9 APROVAL OF AGENDA The agenda was amended by adding approval of an agreement with North County Public Defense, Item I. The agenda was approved as amended. COMMUNITY COMMENTS  Jason Hansey spoke about kratom and requested restrictions on the sale of the product in the City.  Ingrid Hannan, Mount Vernon resident, spoke about bike infrastructure. Councilmember Comments  Councilmember Beaton reminded residents that fireworks are illegal in the city. C. Mayor’s Report  All fireworks are illegal in the city limits. The Fabulous 4th of July fireworks show takes place at Edgewater Park beginning at 10 pm. NEW BUSINESS A. Presentation – Skagit PUD: General Manager George Sidhu provided an update of Skagit PUD projects and programs, including the campus project, seasonal irrigation water rights transfers, Micro-hydroelectric Generation projects. The Micro-hydroelectric Generation project was fully funded with grants. The College Way project currently in process, and upcoming pipeline construction projects were reviewed. B. Public Hearing – Substantial Amendment to the 2024-2025 Community Development Block Grant (CDBG) Annual Action Plan: Mr. Sexton explained that this is a public hearing to receive comments about an amendment to reallocate $50,000 previously awarded to Skagit Habitat for Humanity in the 2024-2025 CDBG Action Plan. The funds will be used to pay on the Section 108 Loan. Staff requests approval of the amendment. Mayor Donovan opened the public hearing. Motion seconded by Councilmember Tercero. Motion passed 5-0. C. Approval of Resolution – 2025 Sale or Surplus Vehicles and Equipment: Mr. Phillips requested approval of Resolution 1073, authorizing the sale or surplus of vehicles and equipment. Councilmember Beaton moved to approve Resolution 1073, authorizing the sale or surplus of vehicles and equipment. Motion seconded by Councilmember Vander Stoep. Motion passed 5-0. D. Approval of Ordinance – Amend 2025 Salary Schedule: Mr. Phillips requested approval of an amendment to the 2025 Non-Represented salary schedule reclassifying the Senior Engineer Tech to Capital Projects Engineer with Ordinance 3914. Councilmember Vander Stoep moved to approve Ordinance 3914 amending the 2025 Non- Represented Salary Schedule. Motion seconded by Councilmember Brocksmith. Motion passed 5-0. E. Approval of Resolution – 2026-2031 Transportation Improvements Program (TIP): Mr. Reinart requested approval of Resolution 1074, adopting the 2026-2031 TIP. Councilmember Beaton moved to approve Resolution 1074 adopting the 2026-2031 TIP. Motion seconded by Councilmember Brocksmith. Motion passed 5-0. F. Approval of Agreement Amendment – Washington State Department of Transportation (WSDOT): Mr. Reinart requested approval of a supplement to an agreement with WSDOT, Project STPUS-7323(006) for the Riverside Drive Improvements-1, reallocating a portion of funds for city use. Councilmember Tercero moved to approve a supplement to an agreement with WSDOT, Project STPUS-7323(006) for the Riverside Drive Improvements-1, in the amount of $10,000. Approval of Agreement Amendment – Washington State Department of Transportation (WSDOT): Mr. Reinart requested approval of Supplement 3 to agreement 4608 with WSDOT, Project STPUS- 7323(007) for the Riverside Drive Improvements-2 reallocating a portion of funds for city use. Councilmember Vander Stoep moved to approve a supplement to an agreement with WSDOT, Project STPUS-7323(007) for the Riverside Drive Improvements-2, in the amount of $10,000. Motion seconded by Councilmember Tercero. Motion passed 5-0. H. Public Hearing and Approval of Resolution – Concurrency Deferral, McLaughlin Road, ENGR25-0084: Ms. Manville-Ailles stated this is a closed-record public hearing to receive comments about ENGR25-0084. Ms. Manville-Ailles requested approval of Resolution 1075, allowing the deferral of McLaughlin Road improvements for a two-lot short plat. Mayor Donovan opened the public hearing. Hearing no comments Mayor Donovan closed the public hearing. Councilmember Brocksmith moved to approve ENGR25-0084 with Resolution 1075. Motion seconded by Councilmember Vander Stoep. Motion passed 5-0. I. Approval of Agreement – North County Public Defense: Mr. Sexton requested approval of an agreement with North County Public Defense to provide indigent defense services for the Cities of Mount Vernon, Sedro-Woolley, and Burlington. The agreement complies with caseload standards required by the Supreme Court. Councilmember Brocksmith moved to approve an agreement.
