Finance & Parks and Enrichment Services Committee Minutes June 25, 2025 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Tercero, and Vander Stoep Staff Present: Finance Director Volesky, Special Projects Manager Sexton, City Clerk Jensen, Library Director Huffman, IT Director Thomas Citizens 2 1. Approval of May 28, 2025, Finance & Parks and Enrichment Services Committee Minutes. Councilmember Vander Stoep moved to approve the May 28, 2025, Finance & Parks and Enrichment Services Committee minutes. Motion seconded by Councilmember Tercero. Motion carried 4-0. 2. Finance a. Parks and Public Safety Levy Lid Lift: Ms. Berner spoke about the importance of parks for a healthy community and iterated that this levy would provide financial relief to the General Fund. The funds will be used for community events, critical staff, and capital facilities and infrastructure improvements. Mr. Volesky discussed the staffing opportunities for Police and Fire with the additional property tax and presented two funding scenarios. 3. Administration b. North County Public Defense Agreement: Mr. Sexton discussed the agreement with North County Public Defense for the provision of indigent defense. Information about the negotiated amendments, reporting requirements, and the re-opener clause were presented. Start-up costs will be provided with a loan shared by the cities and be repaid over the course of the agreement term. Finance & Parks and Enrichment Services June 25, 2025 Page 2 of 2 4. Parks and Enrichment Services c. Parks and Recreation Updates: Ms. Berner provided updates on the Little Mountain north lookout, Edgewater Park improvements, the recreation building renovation, and a volunteer work party at Bonnie Rae Park. Summer programs and activities include a Chautauqua performance, Supervised Playground, Re-on-the-Go, and the Fabulous 4th of July. 5. Agenda Requests  Updates to council procedures – August 6.
