Mayor Donovan called the meeting to order at 7:01 p.m.

Councilmember Brocksmith moved to amend Item A,
June 6, 2025, Special Meeting minutes removing the
second sentence of the second paragraph of Item 3
and approve the minutes as amended. Motion
seconded by Councilmember Vander Stoep. Motion
passed 7-0.

NEW BUSINESS
A. Public Hearing and Approval of Resolution – Infrastructure Waiver
ENGR25-0132: Ms. Clauson explained that this is a closed record public
hearing to receive comments about Infrastructure Waiver, ENGR25-
0132. Resolution 1077 will approve the waiver of street frontage
improvements.
Mayor Donovan opened the closed record public hearing.
Hearing no comments Mayor Donovan closed the closed record public
hearing.
Councilmember Vander Stoep moved to approve
Resolution 1076, Infrastructure Waiver ENGR25-
0132. Motion seconded by Councilmember Beaton.
Motion passed 7-0.
B. Approval of Agreement – Melissa Johnson: Ms. Berner requested
approval of an agreement with Melissa Johnson accepting the donation
of the painting ‘Betty Blacks Sunflowers’ by Mark Iverson.
Councilmember Hudson moved to approve the art
donation agreement with Melissa Johnson. Motion
seconded by Councilmember Tercero. Motion passed
7-0.

C. Approval of Resolution – General Election Proposition: Ms. Berner
spoke about the purpose and need for the Levy Lid Lift. This resolution
would authorize a property tax levy lid lift proposition to be placed on
the November 4, 2025, general election ballot. The levy lid lift will
provide funding for Parks and Public Safety.
Councilmember Vander Stoep moved to approve
Resolution 1077 placing a property tax levy lid lift
proposition on the November 4, 2025, general
election ballot, setting a maximum aggregate
property tax levy rate of $2.2537 per $1,000 of
assessed value. Motion seconded by Councilmember
Carías. Motion passed 6-1.
Councilmembers and Mayor Donovan spoke about the need for
the levy lid lift to provide funding for Parks, Police, and Fire
Departments. The additional revenue will enable the City to
continue to provide services vital to its residents.
D. Approval of Agreement Amendment – Washington Conservation Corp:
Mr. Chesterfield requested approval of an amendment to agreement
4713 for vegetation maintenance of drainage facilities. The amendment
accommodates adjustments to crew rates and an additional four weeks
of work.
Councilmember Molenaar moved to approve
Amendment No. 1 to Agreement 4713, with
Washington Conservation Corp for vegetation
maintenance in the amount of $24,640. Motion
seconded by Councilmember Hudson. Motion passed
7-0.
E. Approval of Agreement Amendment – Interwest Construction, Inc.: Mr.
Reinart requested approval a bid award and an agreement with
Interwest Construction, Inc. for the LaVenture Road Widening Project.
Councilmember Beaton moved to approve a bid
award and agreement with Interwest Construction,
Inc. in the amount of $867,530,90. Motion seconded
by Councilmember Brocksmith. Motion passed 7-0.

EXECUTIVE SESSION:
The meeting was adjourned into Executive Session 7:49 p.m. for a period of
ten minutes to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel
representing the agency litigation or potential litigation to which the agency,
the governing body, or a member acting in an official capacity is, or is likely
to become, a party, when public knowledge regarding the discussion is likely
to result in an adverse legal or financial consequence matter, pursuant to RCW
42.30.110.1(i). The regular meeting will reconvene at 8:00 p.m. There will
be no action following the session.
