Public Works and Library Committee Minutes July 9, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, Vander Stoep Staff: Public Works Director Phillips, Capital Programs Manager Reinart, Library Director Huffman, Special Projects Manager Sexton, City Clerk Jensen, Engineering Manager Chesterfield, City Attorney Rogerson, Police Chief Christman, Development Services Director Pratschner Citizens: 2 1. Approval of June 11, 2025, committee minutes Councilmember Tercero moved to approve the June 11, 2025, minutes. Motion seconded by Councilmember Vander Stoep. Motion passed 7-0. Councilmember Beaton moved to add a Levy Lid Lift discussion to the top of agenda. Motion seconded by Councilmember Brocksmith. Motion passed 7-0 2. Property Tax Levy Lid Lift: Council engaged in a lengthy discussion about the proposed Property Tax Levy Lid Lift, which would provide funding for Police, Fire and Parks and Enrichment Services Departments. The pros and cons of a six-year versus a permanent levy were debated. The possibility of forming a Regional Fire Authority was also discussed. Mr. Volesky reviewed the projected revenue for the first six years and the identified capital projects and new Fire and Police Public Works and Library Committee July 9 2025 Page 2 of 3 personnel that it would fund. Public Works 3. Division Street/SR536 Bridge Planning Study Proposal: Mr. Reinart provided an evaluation of WSDOT’s findings and feasibility conclusions. The State capital and maintenance budgets and the division of responsibilities between the city and state were reviewed. Mr. Reinart outlined a method for the City to sponsor a bridge capital improvements project. The meeting adjourned at 6:59 p.m. The meeting reconvened at 8:01 p.m. Mr. Reinart continued describing a plan for the City to sponsor improvements to the bridge, including commissioning a study addressing the future improvements and funding options. 4. Surface Water Utility a. Washington Conservation Corp Agreement Amendment: This item was removed. b. New Cingular Wireless (AT&T) Fire Station 2 Site Lease: This item was removed. 5. Public Works Director Update a. Mount Vernon Library Commons Project Update: Mr. Phillips reviewed the remaining punch list items and warranty process based on the Temporary Certificates of Occupancy. Library 6. Library Updates a. Community Room Rates: Rates, booking and cleaning fees have been reviewed and modified. b. Operations Adjustments: Team Room now has staffing to monitor use and ensure access services. c. Summer Updates: Summer reading event attendance, outreach and new programs were reviewed. d. Daily parking garage use and night-time challenges were briefly discussed. 7. Agenda Requests  none 8.
