Mount Vernon Public Safety Committee November 5, 2014 Present: Mayor Boudreau, Councilmembers Ragan, Urban, Lindquist, Fiedler, Quam, Hulst, Molenaar Staff Present: Finance Department Director Huschka, City Attorney Kevin Rogerson A. Department of Revenue Refund Alicia and Mayor Boudreau updated Council on the Department of Revenue ruling which resulted in a property tax refund given to Skagit Valley Hospital, including ways to mitigate the lost revenue to the City in 2014. B. 2015 Preliminary Budget Review Alicia continued the review of the 2015 Preliminary Budget with Council. Specific areas reviewed included: a. New pages in the book: Page 3 - property tax new construction actual numbers received from the Assessor. b. Page 6- property tax revenue scenarios and the impacts to property owners. c. Page 7- utility tax on PUD water was proposed at 5%, along with other scenarios, and example costs to homeowners, the biggest consumers of PUD water and a listing of other cities and their water utility tax rates. d.
